Approval CITY ATTY. (If required) RECOMMENDED ACTION: Review and approve a revision to the Guidelines for Participation in Senior Center Activities and Guidelines for Utilization of the Carlsbad Senior Center. ITEM EXPLANATION: In March 2008, the Senior Center Expansion provided new amenities that would encourage participation from all ages of the senior population. This included the opportunity to encourage participation from the Baby Boomer population who are now beginning to retire or semi-retire. The Senior Center Fitness Room and Senior Safari programs age limits for participation are currently at 50 years of age and older to encourage active participation and expose younger seniors to our facility. With the exception of Mira Costa College Classes, Nutrition and Transportation programs that have grant requirements for participation, the remainder of Senior Center programs is offered to adults 55 and older. In October 2008 the Senior Commission approved a revision of the Guidelines for Participation in Senior Center Activities be updated to include seniors 50 and older for participation at the Senior Center to bring consistency to the participation policy and encourage seniors 50 years and older to participate. At the December Commission Meeting, Chairman Nelson requested that the Senior Commission review the Guidelines for Participation and Guidelines for Utilization at the Senior Center. Staff was directed to draft a recommended revision to the guidelines which includes Commission input and bring them back for review and approval. Activities* at the Center are open to all 50 years and older, regardless of residency, on a first-come-first-serve basis. Carlsbad residents are the primary focus for the Center activities and programs. An older person, for the purposes of the Center and these guidelines, shall be defined as an individual 50 years of age or older. Should registration for various ongoing Center activities* reach capacity and interested Carlsbad Residents are being excluded due to non-resident participation, the Senior Commission may review these "Guidelines for Participation" on a case-by-case basis and modify these as needed. All activities/classes offered at the Senior Center shall have a minimum and maximum enrollment. The minimum and maximum levels of participation will be determined by room capacity and the type of activity. One day workshops or multi-class contract classes that do not meet the minimum registration will not be held. The activity will be given 2 months to bring registration to the minimum enrollment level. The staff and the instructor/leader shall work together to advertise and promote the activity. If the minimum enrollment level is not met within that time frame, the class/activity may be canceled. *Activities defined herein do not include the Senior Grant Programs or Mira Costa College Classes for which separate Guidelines have been developed. Neither does this definition include one time events (i.e. dances, lectures, etc.). H:Approved Guidelines Revision 10.08 EXHIBIT 2 GUIDELINES FOR THE UTILIZATION OF THE CARLSBAD SENIOR CENTER The Carlsbad Senior Center operates Monday through Friday from 8:00 am to 5:00 pm for the primary purpose of providing services and activities for seniors (persons 50 years of age and over). All activities taking place during those hours Monday through Friday from 8:00 am to 5:00 pm except City holidays must be approved in advance by the Senior Center Manager. Non-City government non-profit senior groups (hearing impaired, AARP Chapter activities, etc.) may be considered to utilize the Senior Center only during the Center's regular hours of operation. The group must be non-profit and complete and submit to the Senior Center a Facility Use Application. The activity must be open to all seniors. The activity cannot displace or interrupt any program offered by the Senior Center. Any group not described above that desires to utilize the Senior Center during regular operating hours, must complete and submit to the Senior Center a Facility Use Application. The group may be considered for any one day or regularly scheduled meetings as authorized by the Senior Center Manager, only if the proposed activity does not interrupt or displace programs offered by the Senior Center. All City of Carlsbad Facility Use Rules and Regulations will apply. If an application is denied, the decision may be appealed in writing to the Senior Center Manager. The next option if the applicant is not satisfied, is to appeal to the Recreation Services Manager and then to Parks and Recreation Director. The Parks and Recreation Director's decision is final.
