HomeMy WebLinkAbout2017-09-11; Traffic Safety Commission; ; Review Existing On-Street Parking Ordinances on Carlsbad BlvdPage 1 CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMITTEE MEETING OF: September 11, 2017 ITEM NO. 6-A LOCATION: Carlsbad Boulevard INITIATED BY: Chair Chuck Hunter REQUESTED ACTION: Receive the report BACKGROUND: During the August Traffic Safety Commission meeting the commissioners asked the Senior Traffic Engineer several questions related to parking issues on Carlsbad Boulevard. Since this item was not on the agenda staff could not answer the questions at that time and decided to create this response. DATA: There were two issues raised by Traffic Safety Commissioners concerning on-street parking on Carlsbad Boulevard. One item asked to clarify the parking of oversized vehicles on Carlsbad Boulevard north of Tamarack Avenue. Municipal Code §10.40.180 (see attached) prohibits the overnight parking of oversized vehicles on all city streets with the exception of those vehicles that have been given temporary permits to park adjacent to the property owner that obtained the permit. Municipal Code §10.40.041 (see attached) prohibits the parking of oversized vehicles on the west side of Carlsbad Boulevard between Redwood Avenue and Cherry Avenue from Memorial Day to Labor Day. An oversized vehicle is defined as a vehicle that exceeds: • 7-feet in height, or • 22-feet in length (bumper-to-bumper), or • 7-feet in width (includes extensions, but not mirrors) The second parking issue asked if the use of marked on-street parking spaces would change the number of vehicles that could park along Carlsbad Boulevard. Municipal Code §21.44.050 (see attached) identifies minimum lengths and widths for parking spaces. For parallel parking it calls for 24-foot long interior parallel parking spaces and 20-foot long end parking spaces. These lengths are consistent with recommendations found in the California Manual on Unified Traffic Control Devices. Since most vehicles are less than 20-feet in length the addition of parking markings which would include 24-foot long interior parking spaces would probably lead to a reduction in parking. That is, smaller vehicles can park closer than the 24-foot long parking spaces would allow and as a result introducing 24-foot long marked parking spaces is likely to reduce the number of vehicles parking along Carlsbad Boulevard.
