HomeMy WebLinkAbout2018-04-02; Traffic Safety Commission; ; CADENCIA STREET (UPPER) TRAFFIC CALMING PLAN CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: April 2, 2018 ITEM NO. 2 Page 1 LOCATION: Cadencia Street INITIATED BY: John Kim, Associate Engineer REQUESTED ACTION: Recommend City Council approval of the Cadencia Street (Upper) Traffic Calming Plan BACKGROUND: In response to resident concerns about vehicle speeding on Cadencia Street from Calle Conifera to approximately 500 feet west of Perdiz Street, staff has been working in collaboration with the residents to develop a traffic calming plan that would address their concerns (see Exhibit 1). Staff invited residents to a neighborhood meeting on June 8, 2017 to discuss strategies and to develop a traffic calming plan for Cadencia Street. At the meeting, staff presented traffic calming concept plans for consideration. A concept plan comprised of three speed cushions on Cadencia Street was selected as the preferred concept by the majority of the meeting attendees. After the neighborhood meeting, surveys were mailed to the residents and property owners on Cadencia Street to determine if the majority of the community supported the preferred traffic calming plan. Based on the results of the survey, staff is recommending that the Cadencia Street traffic calming plan be approved by City Council DATA: Speeding on residential streets in Carlsbad is addressed by the Carlsbad Residential Traffic Management Program. The program was approved by City Council in 2001 and was revised in 2011. Per the program, a neighborhood meeting was held at Alga Norte Park on June 8, 2017 and attended by 20 attendees. Staff heard resident concerns and presented the strategies and tools that the Carlsbad Residential Traffic Management Program utilizes to address speeding on residential streets. By the conclusion of the meeting, a preferred concept plan comprised of three speed cushions was selected and supported by the majority of the meeting attendees (See Exhibit 2). Please note that the portion of Cadencia Street from approximately 500 feet west of Perdiz Street to La Costa Avenue is being analyzed outside of the Carlsbad Residential Traffic Management Program. Per the requirements found in the Carlsbad Residential Traffic Management Program, implementation of the proposed plan requires that a majority of the residents and property owners on the street express positive support for the plan as determined by responses to a mailed survey. The survey is considered valid if 50% or more of the residents and non-resident owners return the completed survey. Positive support for the plan is indicated by 67% or more of the returned surveys in support of the proposed plan. A total of 64 surveys were mailed out to the Cadencia Street neighborhood. 44 CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: April 2, 2018 ITEM NO. 2 (continued) Page 2 signed surveys were received by staff, which represents a 69% return rate. Of the 44 returned surveys, 35 (80%) were in support of the proposed plan. This result meets the criteria for positive support per the Carlsbad Residential Traffic Management Plan. RECOMMENDATION: Based on the findings contained in this report, and the requirements of the Carlsbad Residential Traffic Management Program, staff recommends City Council approval of the Cadencia Street traffic calming plan.
