REQUESTED ACTION: Recommend City Council approval of the Corintia Street Traffic
Calming Plan BACKGROUND:
In response to resident concerns about vehicle speeding on Corintia Street from Alga
Road to El Fuerte Street, staff has been working in collaboration with the residents to develop a traffic calming plan that would address their concerns (see Exhibit 1). Staff invited residents to neighborhood meetings to discuss strategies and to develop a traffic
calming plan for Corintia Street. A concept plan comprised of four speed cushions on
Corintia Street was selected as the preferred concept by the majority of the meeting
attendees. After the neighborhood meeting, surveys were mailed to the residents and
property owners on Corintia Street to determine if the majority of the community was in support of the preferred traffic calming plan. Based on the results of the survey, staff is recommending that the Corintia Street traffic calming plan be approved by City

DATA: Speeding on residential streets in Carlsbad is addressed by the Carlsbad Residential
Traffic Management Program. The program was approved by City Council in 2001 and
was revised in 2011. Per the program, neighborhood meeting was held at Alga Norte
Park on October 19 and November 30, 2017. Staff heard resident concerns and
presented the strategies and tools that the Carlsbad Residential Traffic Management Program utilizes to address speeding on residential streets. By the conclusion of the second meeting, a preferred concept plan comprised of four speed cushions was
selected and supported by the majority of the meeting attendees (see Exhibit 2). Speed
cushions are raised pavement features similar to speed bumps that have wheel cut-outs
to allow large emergency vehicles to pass without deflection while reducing passenger vehicle speeds (see Exhibit 3).
Per the requirements found in the Carlsbad Residential Traffic Management Program,
implementation of the proposed plan requires that a majority of the residents and
property owners on the street express positive support for the plan as determined by
responses to a mailed survey. The survey is considered valid if 50% or more of the residents and non-resident owners return the completed survey. Positive support for the plan is indicated by 67% or more of the returned surveys in support of the proposed
plan. A total of 104 surveys were mailed out to the Corintia Street neighborhood. 62
signed surveys were received by staff, which represents a 60% return rate. Of the 62

returned surveys, 46 or 74% were in support of the proposed plan. This result meets
the criteria for positive support per the Carlsbad Residential Traffic Management Plan.
RECOMMENDATION: Based on the findings contained in this report, and the requirements of the Carlsbad
Residential Traffic Management Program, staff recommends City Council approval of the
Corintia Street traffic calming plan.
