Executive Summary The Traffic Safety Commission (TSC) is requested to prepare a draft work plan that identifies activities that the TSC anticipates undertaking in the coming year. The purpose of this work plan is to encourage increased dialogue between the TSC and City Council. City staff will facilitate this work and develop a draft work plan that is expected to include a list of goals and related tasks that guide the TSC agenda for the coming year. Discussion The City Attorney circulated a memo to all boards and commissions (Exhibit 1) that identifies a new requirement for the TSC to submit an annual work plan for City Council approval. The work plan is intended to ensure the work associated with the TSC aligns with the City Council priorities. Staff has been directed to review and propose revisions to the existing municipal codes as they relate to the TSC’s roles and responsibilities. Changes to the municipal code and the TSC work plan need to be approved by the City Council. The TSC bylaws, which is approved by the TSC, may also be revised as needed to align with changes to the municipal code and work plan. Necessary Council Action City Council must approve the TSC work plan and any changes to the municipal code. Next Steps Staff will work with the TSC to review and recommend appropriate revisions to the existing municipal codes that relate to the TSC; City Council must approve any changes to the municipal code. Staff will then revise the TSC bylaws; the TSC approves their by-laws. Staff will work with the TSC to develop their work plan; City Council must approve the TSC work plan. Exhibits 1. Included in those revisions is a requirement for each board and commission to submit an annual work plan and a subsequent report of the activities it has undertaken to the City Council. The workplan should include the activities that the board or commission anticipates undertaking in the coming year. The City Council will review, amend if necessary and approve the work plan. The purpose of the work plan is to encourage increased dialogue between the boards and commissions and the City Council. It will also help ensure that the boards and commissions are working in line with the priorities of the City Council. Your staff liaison will present you with an initial draft work plan. Please spend some time at your next available meeting to review, modify if necessary and approve the draft work plan. In addition, please also consider any modifications to your authorizing ordinance or resolution which you may be necessary.
