Recommended Action Recommend that City Council establish a two-hour parking time limit on the south side of Arbuckle Place between Madison Street and Jefferson Street. Background Staff received a request from a business owner at 2777 Jefferson Street regarding the lack of on-street parking spaces adjacent to the commercial property. Based on the designation of parking time limitation in business districts described in the Carlsbad Municipal Code, staff recommends establishing a two-hour parking time limit on the south side of Arbuckle Place between Madison Street and Jefferson Street. Discussion Arbuckle Place is a public street located in the northwest quadrant of the city. Road width varies as the north side of Arbuckle Place is unimproved with no curb and gutter or sidewalk in front of the residential properties fronting the north side of the street. The south side of Arbuckle Place is improved with curb and gutter, sidewalk and street lights along the frontage of the commercial business property on the southwest corner of Arbuckle Place and Jefferson Street. This commercial property has an on-site paved parking lot that accommodates 21 standard and two disabled parking spaces. Chapter 10.40 of the Carlsbad Municipal describes the limitation of parking time in business districts when authorized signs are in place. To reduce the on-street parking shortages caused by long-term parking by residents, staff recommends the implementation of a two-hour parking restriction upon the south side of Arbuckle Place between Madison Street and Jefferson Street. This will affect 160 feet of curb, which is approximately eight parking spaces. Parking on the north side of Arbuckle Place, along the frontage of residential homes, will not be affected. To further reduce unnecessary impacts to the residential community, staff is proposing that the two-hour parking limit be restricted from 10 a.m. to 4:00 p.m. Necessary Council Action An ordinance will be required to be adopted by the City Council to establish the recommended parking restriction. Next Steps Staff will prepare a staff report to City Council to introduce the ordinance for the recommended parking restriction. 30 days after the ordinance is adopted, a work order to install the signs for the sign prohibition will be issued.
