Background In response to resident concerns about vehicle speeding on Hillside Drive from Neblina Drive to Kelly Drive, staff has been working in collaboration with the residents to develop a traffic calming plan that would address their concerns (see Exhibit 1). Staff invited residents to a neighborhood meeting on May 09, 2019 to discuss strategies and to develop a traffic calming plan for Hillside Drive. At the meeting, staff presented traffic calming concept plans for consideration. A concept plan consisting of four speed cushions and two traffic circles on Hillside Drive was selected as the preferred concept by majority of the meeting attendees. After the neighborhood meeting, surveys were mailed to the residents and property owners on Hillside Drive to determine if majority of the community supported the preferred traffic calming plan. Based on the results of the survey, staff is recommending that the Hillside Drive calming plan be approved by City Council. Data Speeding on residential streets in Carlsbad is addressed by the Carlsbad Residential Traffic Management Program (CRTMP). The program was originally approved by City Council in 2001 and was revised in 2011. Per the program, a neighborhood meeting was held at Pine Avenue Community Park on May 09, 2019 and attended by 33 attendees. Staff heard resident concerns and presented the strategies and tools that the CRTMP describes to address speeding on residential streets. By the conclusion of the meeting, a preferred concept plan consisting of four speed cushions and two traffic circles was selected and supported by the majority of the meeting attendees (See Exhibit 2). After the meeting, letters were sent to the residents and property owners that would have a proposed feature in front of their homes. This gives residents and property owners the opportunity to express any specific concerns and for staff to make adjustments to the concept plan, if necessary prior to the mail survey. There were no comments received and the concept plan was finalized. Per the requirements found in the Carlsbad Residential Traffic Management Program, going forward with a proposed plan requires that a majority of the residents and property owners on the street express positive support for the plan as determined by responses to a mailed survey. The survey is considered valid if 50% or more of the residents and non-resident owners return the completed survey. Positive support for the plan is indicated by 67% or more of the returned surveys in support of the proposed plan. A total of 53 surveys were mailed out to the Hillside Drive neighborhood. Staff received 42 signed surveys, which represents a 79% return rate. Of the 42 returned surveys, 34 (81%) were in support of the proposed plan. This result meets the criteria for positive support per the CRTMP. However, one of the surveys received specifically stated their disapproval of the traffic circle in front of their property located at the intersection of Hillside Drive and Valencia Ave. Necessary Council Action City Council approval required of the Hillside Drive traffic calming plan.
