MINUTES OF THE MEETING OF THE CARLSBAD BICENTENNIAL COMMITTEE August 8, 1974 The Carlsbad Bicentennial Committee met at 4:00 P. M., August 8, 1974, in the City Council Conference Room. Chairman Dunne called the meeting to order at 4:10 P. M. Attending Committee members were: Bill Merritt, Lou Sciarra, Dolores Hutflesz, B. M. Christiansen, Jerry Rombotis, El Jose, Gil Davis, Tony Howard-Jones, Mike Sullivan, William C. Nickles, Ed Johnson, Jayce McClellan, Ann Swearingen, Roy R. Sanchez, Bob Repucci , and D. M. Dunne. Guests present were Kay Bandemer and Marie Dubeau representing the Victor Moreno Ballet Company. The minutes of the meeting of June 6, 1974 were approved. The Committee reviewed projects and activities recommend- ed by Task Force Chairmen for inclusion in the Carlsbad Bicen- tennial application. By motion their recommendations were ap- proved without change. It was pointed out that the application would have to be approved by the City Council before forwarding to State and Federal Bicentennial authorities. Oceanside, Escondido and Vista have already been approved as Bicentennial cities and have received Bicentennial flags and other prere- quisites. A list of the Bicentennial projects approved by the Com- mittee is attached and a similar list has been sent to the City Manager for staffing. Mrs. Ann Swearingen reported on "Meet the Americans" pro- gram. Mrs. Swearingen, a Carlsbad resident, is in charge of this Festival project for both Carlsbad and Oceanside. She is seeking names of individuals who will host foreign visitors, both prior to and during the Bicentennial Year. There is an immediate need for volunteers to host a group of visitors arriving as early as October this year. Mrs. Swearingen was thanked for her fine work and was assured that the Carlsbad Committee would do everything possible to meet our commitment to this program. The Chairman stressed the need for Task Force Chairmen to recruit motivated volunteer workers for their respective Task Forces and involve them in meaningful projects at an early date. A number of dedicated Carlsbad citizens have already in- dicated their interest to serve. Names of recruited Task Force members should be turned over to the Bicentennial Chairman so they can receive official Committee letters of appointment. It was noted that the Bicentennial Committee was restricted to 15 members by City Council action so that all new appointment would have to be made to a specific Task Force or Division. Their presence at the General Committee meeting is optional, unless they have specific projects to discuss, but they are encouraged to attend as often as possible. A proposal to organize a Special Projects Division, sep- arate and distinct from the Task Forces but coordinating closely with them was brought up. This Division would encompass a Schools section, a Church section, and a Youth section, all charged with planning and implementing projects in those fields, After some discussion it was decided to table the proposal and possibly consider it at a future meeting. All agreed that pro- grams in those fields is vitally necessary, but concern was ex- pressed that setting up a separate Division might lead to lack of coordination with the Task Forces. The Chairman mentioned that response from Clubs and Organ- izations to participate in Bicentennial activities has been minimal. So far we have 5 affirmative replies to the letter that was sent out asking for their cooperation and participa- tion. These were from the Women's Club of Carlsbad, the Mexi- can-American Association, the Lions Club, the Oceanside-Carls- bad Sportsmen Association and the Carlsbad Chamber of Commerce. A follow-up letter is planned for September after the summer vacations end and personal telephone calls will be placed. A discussion of the proposed Schools program for the Bi- centennial year was postponed until the next general meeting. Member Bob Repucci brought up the need to raise funds for Bicentennial projects and activities and it was agreed that some funds would be necessary for such items as trophies, a- wards, and cash prizes. It was suggested that a Treasurer be appointed to handle any funds received, and a Finance commit- tee be appointed to find ways and means to generate funds for such purposes. In the absence of volunteers for these assign- ments, the Chairman will make such appointments between now and the next general meeting from Committee members and others available. It was decided to hold the next general meeting on Oct. 10, 1974, at 4:00 P. M. in the Council Conference Room. Their being no further business to transact, the meeting was adjourned at 5:30 P. M. Photo displays to be shown at Library, City Hall & other public places. The goal is to achieve the designation of the site & Ranch House as a Calif. State Historical Monument. This site has been recently acquired by the City of Carlsbad as park property. This society, consisting of in- terested local citizens, will preserve & protect local his- torical sites, gather papers, deeds & memorabilia of historic interest.
