HomeMy WebLinkAbout1980-12-04; Buena Vista Political Action Committee Ad Hoc; MinutesMINUTES BITENA VISTA LAGOON CITY COUNCIL CHAMBERS December 4, 1980 2:00 p.m. The Buena Vista Lagoon Action Committee meeting was called to order by Chairman Anthony Skotnicki at 2:10 p.m. Chairman Skotnicki asked that those in attendance identify themselves and what agency they were representing. He stated his concern that there was not adequate .representation from the three cities in attendance. It was noted that a correction should be made to the November 20, 1980 minutes as it relates to committee make xap. The Chairman announced that the official make up will be as follows: (1) Councilmember from each city. (liaison only) , (2) Appointed citizens. = 6 (1) Chamber Representative from each city. = 3 (1) Audubon Society member. . = 1 (1) League of Women Voters member. = 1 IT Total A film presentation by Carlsbad Library representative, Joe Skimba, was shown of the lagoon prior to its present siltation state. Chairman Skotnicki stated he discussed the course of the committee with Carlsbad Mayor Ron Packard. Mayor Packard indicated he thought the committee should be a political action committee with two main objectives: 1. Source of funds to eliminate silt. 2. Establish a long-range maintenance program. The. committee's discussion centered around the. responsibilities of the siltation problem. Also discussed was when and why the weir at the entrance of the lagoon was constructed. Mr. Earl Lauppe, State Department of Fish and Game representative, reported the second appeal would be submitted next week, and for those who wished to send letters for supp.ort of its passage should write to: William H. Wilcox, Associate Director Disaster Response and Recovery Federal Emergency Management Agency Room 600, Logan Building Washington, D.C. 20472 - 1 - The rationale and effectiveness of sending support letters was discussed. Chairman Skotnicki passed out a list of potential funding sources provided by the Comprehensive Planning Organization (CPO), with the intent of meeting with staff to pursue po- tential grant funds. Mr. Skotnicki reminded the board and audience that excess State funds may run low in the coming years, making it necessary for the committee to pursue every possible source of funding. He also noted that he doubts that this committee is likely to uncover funds for emergency dredging until it finds a way to recess the major siltation sources. Chairman Skotnicki thanked the representatives of Broodmoor Homes and Plaza Camino Real for their attendance and asked to 'have their names put on the mailing list so they may attend any future meetings. The next meeting of the Buena Vista Lagoon Action Committee has been set for January 15, 1980 at 2:00 p.m. in the Carlsbad City Council Chambers.
