Meeting of the Buena .Vista Political Action Committee
March 27, 1981
City. Council Chambers, 1200 Elm Avenue, Carlsbad
1. CALL TO ORDER: Call to order was made by Chairman Skotnicki at 3:00 P.M.
2. ROLL CALL: The following members were present:

3. APPROVAL OF MINUTES
Upon motion by Mr. Swearingen, the minutes of the meeting held February 2~>, 1981,
and the minutes of the Special Meeting held March 18, 1981, were unanimously
approved as presented.
As a point of clarification, Chairman Skotnicki requested that the roster be
corrected to reflect that Nancy Wade is a member of the Committee rather than
a liaison.
4. OLD BUSINESS: .
A. Lagoon Management Program Update
Chairman Skotnicki stated he had just been informed that Mr. Lauppe and Mr. Kimple
would not be present, and therefore, would be unable to report on the Lagoon
Management. Program.
As a point of information, Mr. Skotnicki reported that he had obtained a great
deal of information from Mr. Pat Burke, representative of the Federal Soil
Conservation District whose office is in Escondido, relative to model erosion
and sedimentation control ordinances.
Chairman Skotnicki further reported to the committee on his conversation with
the FEMA representative relative to the draft of the Local Coastal Program for
Carlsbad as it addresses resolving and preserving the future of the lagoon. He
also noted that a similar Plan may be adopted, for Oceanside for the Buena Vista
Lagoon, and expressed the desire that if such Plans are adopted by the two
cities and the State Commission, that Vista would also comply and assist with the
provisions of the Plans, even though they are not in the Coastal Zone.

Chairman Skotnicki concluded the report by expressing the opinion that if the
Local Coastal Programs are adopted, they may well provide the framework for
a lagoon management program for Fish & Game. He further expressed his feeling
that if the Local Coastal Programs are adopted and supplemented by expertise
from the Federal Soil Conservation and Palomar Resource Conservation District,
the future of the lagoon may be preserved by the reduction of siltation.
B. FEMA Appeal Update
Chairman Skotnicki stated that discussions with the FEMA representative, Mr.
Stewart, prior to the special meeting, resulted in an indication that a response
to the appeal would take approximately one month.
Mr. Skotnicki reported that in a discussion with Mr. Lauppe, Mr. Lauppe had
noted that as SB 13 passes through the legislature, it could possibly acquire
an amendment which would allow for use of some of the funds for a drainage/
siltation basin just to the other side of the Jefferson Bridge, where the
water enters the Lagoon. Committee discussion related to the possible benefits
which would be derived from such a siltation basin, as well as the need for
maintenance and cleaning to maintain the effectiveness.
C. Update on St. Malo and Portwood
No report was given.
D. SB-13 Update
Chairman Skotn'.cki reported that SB 13 was presented to the Natural Resources
Committee on Tuesday by Senator Craven, and was passed by the Committee, without
any amendments.
Mr. Skotnicki reported on the recent Carlsbad City Council meeting, their
consideration of SB 13 and the amendment submitted by the League of Women
Voters, and his comments and remarks to the Council urging approval of an
amendment similar to that proposed by the League of Women Voters which would '•:--
require monitoring of the lagoon by a Tri-Cities committee. He reported that
Carlsbad had voted to support such an amendment with the bill, but had expressed
opposition to the amendment of the League of Women Voters since Fish & Game
would be the responsible agency to monitor actions relative to the lagoon.
Committee discussion related to existing controls relating to the lagoon, and
problems which may result due to the fact that all controls and regulations
depend on the judgment "calls" of individuals. Further discussion related to
the fact that the Department of Fish & Game is currently responsible for
management of the lagoon, and the lack of a management program. -
5. NEW BUSINESS;
A. Discussion of Additional Action to be Taken
The Committee discussed possible additional actions and length of time required
prior to availability of funds if SB 13 is approved. Also discussed was the
need for additional action relative to a combined effort of the three cities
toward development of regulations to prevent siltation and protect the lagoon.

The City Clerk reported that at the Carlsbad City Council meeting held on
Tuesday night, March 24, 1981, direction had been given to the City Manager
to make the initial phone calls to begin development of a committee comprised
of members of the three cities to consider the future of the lagoon and
possible actions which may be necessary to preserve the lagoon and decrease
siltation.
The Committee determined that no further action would be necessary at this
time, but noted the possibility.of the need for a meeting following the
initial meeting of the three cities.
As a point of clarification, Mr", von. Haden stated that Vista had taken a position
in support of SB 13 and in opposition to the amendment proposed by the League of
Women Voters. He stated they had been unaware of the amendment proposed by the
City of Carlsbad.
