Date of Meeting: March 22, 1983 Place of Meeting: City Council Chambers The following Committee Members were present: Mary Casler, Chairman Ann Kulchin, Council Member Michael Straub Patrick O'Day (arrived late) Margie Cool Alan Feld 11. APPROVAL OF MINUTES: Council Member Kulchin suggested, and the Committee members agreed that the words "at this time" should be deleted on page 2, under section 1V.B. .The March 22, 1983, minutes were approved as corrected. AYES : Casler, Kulchin, Straub, Cool and Feld. NOES : None ABSENT: O'Day 111. DRAFT GUIDELINES: Chairman Casler suggested that the "quote" be deleted on line 12 of Guideline 4, and the Committee members agreed. It was agreed that before action was taken, the committee would await the arrival of Mr. O'Day. IV. GUIDELINES COMPLETE? The members of the committee agreed there were no further guidelines to be prepared. V. COMMITTEE REPORT TO COUNCIL The City Attorney referenced the copy of the agenda bill, and suggested that the word "unanimously" be deleted in the section of recommended action. The Committee agreed with the suggested deletion. CHAPTER 1.24 COMMITTEE MINUTES Page 2 March 22, 1983 111. DRAFT GUIDELINES Mr. O'Day indicated his agreement with the wording of Guideline 4. The Committee approved the wording of Guideline 4 and 5, with the deletion of the word "quote" on line 12 of #4. AYES : Casler, Kulchin, Straub, O'Day, Cool and Feld. NOES : None VI. CONCLUDING STATEMENTS Mr. O'Day commented on the possibility of the City phasing the cost of a project over several years in order to avoid the effects of the ordinance, and questioned whether the guidelines addressed the matter of fiscal phasing. In response, the City Attorney indicated the phasing guidelines approved by the committee would address fiscal as well as physical phasing. Committee members commented on the educational process involved in preparing guidelines, and noted the need for those educational activities to extend to the rest of the citizens. Also noted was the committee's desire for their reasoning when preparing the guidelines to be known, and in that regard, they agreed with referencing the appropriate portions of the Discussion Paper. VII. NEXT TASKS The Committee that they should not be disolved, but should be available to meet and consider any concerns about the guidelines which may result from the public hearing on the matter. Chairman Casler noted the matter would be scheduled for a public hearing before Council at their meeting of April1 5, 1983, and she encouraged the committee members to attend that meeting. VIII.
