PLACE OF MEETING: Council Chambers, City of Carlsbad. PRESENT: Councilmen Dunne and Neiswender, City Building Inspector Osburn, Finance Director Sowell, City Engineer Wayne P. Lill, Building Authority members Jose, Helton and Peterson, Mr. Floyd Finnerty, President and Robert Little, Vice-President and General Manager of C. A. Larsen Construction Company, Architect Jim Weber and Financial Consultant Fritz Stradling. 1 - Items of Concern to Special Counsel to the Building Authority: Councilman Dunne explained the purpose of this meeting was to clarify the functions of the Building Authority, The City, the Architect and the Con- tractor. Mr. Stradling pointed out the bonds will be delivered Friday to the Trustee, U. S. National Bank in Los Angeles. The contract can be signed any time after the bonds are delivered. Mr. Osburn added the contractor must start work within 10 day of signing the contract. 2 - Site Clearing and Grading 3 - Construction Staking: Architect Weber stated grading and staking are the contractor's responsibility, and that the contract is very specific on this matter. 4 - Duties of the Architect 5 - Authority 'of the City Building Inspector: The Architect stated he will be the supervisor on the job and will be at the site at least twice a week and very probably three times a week. Any minor problems that arise will be handled with the Building Inspector. More seri- ous problems will be brought before the Building Authority. He also stated that change orders under $400.00 could be handled by him and the Building Inspector and that major change orders should go before the Authority. Monthly reports will be issued indicating decisions made and progress made on the job to the Building Inspector. Another standard form indicating the percentage of work completed will be filled out by the Contractor, approved by the Architect and then transmitted to the Building Inspector. The Building Inspector will be concerned with structural safety, etc. The duties of the Architect and Inspector are clearly defined and no conflict should arise. 6 - Utility Services: Mr. Lill pointed out it was very important that provisions are made with the utility companies and agencies to insure all necessary facilities will be at the proper locations, that they will be available and the responsibility of 'each agency involved must be determined. -2- The Architect stated utilities will be in the proper locations, and arrange- ments have been made with the various agencies regarding this construction. 7 - Procedure for Payment of Bills: Mr. Stradling explained the City is the agent on this job. Construction funds will be paid out by requisitions signed by the City Treasurer. He added in the Building Authority meeting today, it was agreed the Building Authority will look over and approve the bills. These requisitions are not City requisitions. He also added the Council could approve these bills, too, if desired. After discussion, it was agreed the following procedure be followed for payment of bills: 1. Contractor makes out bill and sends it to Architect. 2. Architect checks bills and after approval, sends it to Building Inspector, 3. Building Inspector reviews and approves, sends to City Manager. 4. City Manager signs his approval and submits it to Building Authority. After this approval, the Treasurer signs the requisition and sends it to Trustee for payment. Mr. Finnerty of C. A. Larsen Construction Company stated the contractor can begin work Monday, January 15, 1968. The meeting was adjourned at 3:55 P.M. Respectfully submitted, Noel Helton Recording Secretary
