Review and approval of minutes of March 18, 1970 Approved as written. 2. Discussion of proposed interim connection to Joint System by Leucadia County Water District. Mr. Oldsen discussed the prospect of Leucadia discharging effluent into the Joint System. As requested at the previous meeting by the .committee, an outline of a possible agreement between Leucadia and the Joint System owners was distributed for review by the members. Mr. Oldsen reviewed and explained the outline which was discussed in detail. The outline was modified by the Joint Advisory Committee who then authorized the writing of a preliminary draft of the agreement for subsequent review. The draft was to be prepared by the Leucadia County Water District attorney, Mr. John Whitney. 3. Operation and Maintenance Report for March. Since the meeting was running late Mr. Oldsen suggested that review of the report be waived. It was stated costs were about on budget and that no unusual operation events had occurred. 4. Progress report on "Enlargement to the Encina Water Pollution Control Facility". A tentative time schedule for the project was handed out. It was noted there are a number of inter-related steps to be taken before Vista can advertise for construction bids in August 1970. The committee will be asked to approve the plans and specifications for the project at the next meeting according to the schedule. The plans and specifications were available for review at the meeting. 5. Discussion of hiring permanent legal counsel by Joint owners. Mr. Oldsen stated a private attorney would cost $itO an hour and the County Counsel would cost $15.^5 an hour until July 1 when the cost would go up to about $20. VCBSM Minutes -2- April 15, 1970 Mr. Oldsen reviewed the written report on this matter. In the report it was recommended that a legal advisor be hired by the administrator for matters related to operation and maintenance. After hiring counsel it was further recommended to have counsel prepare a new supplemental agreement to permit obtaining legal services for items not relatable to operation. Mr. Oldsen stated when dealing with County Counsel it is usually with one man. It was also stated that an agreement, when drawn up, should be a continuing contract. After further discussion, Mr. Asmus moved that the County Counsel be contacted for contract services. The motion was seconded and approved. 6. Set date for next meeting.
