MINUTES OF
VISTA-CARLSBAD-BUENA-SAN MARCOS SEWERAGE SYSTEM
March 17, 1971 .

1. Review and Approval of Minutes of February 17, 1971.
Approved as submitted.
2. Operations and Maintenance Report for February.
The report submitted by the operator was briefly reviewed. No
cost accounting report was submitted .this month. Burroughs
Corporation has been reviewing their disposal needs and indi-
cate that it may be possible for them to reduce their discharge
requirements from 500,000 g.p.d. to 150,000 g.p.d. This may
eliminate the need for a separate force main to the outfall.
A decision on their water reclamation plans should be forth-
coming momentarily.
3. Joint Sewer Annual Outside Audit.
A motion was adopted (Mahr-McKay) approving the Joint System
annual outside audit report.
Proposed Master Plan Study.
The agreement has been executed by all parties. Brown and
Caldwell will meet with each owner individually beginning next
week, to discuss the detailed information which they will re-
quire to complete the study.
Report on Construction Project - Enlargement of the Encina
Water Pollution Control Facility.
Mr. Oldsen outlined the progress which has taken place during
the past month. The contractor is proceeding on schedule.
It was noted that Federal participation in the project has
been increased from $128,370 to $213,950.

6. Leucadia County Water District Payment.
The procedure for handling Leucadia's payments was briefly
discussed. Payments are made to the City of Carlsbad as
Administrator; billings to the various owners are adjusted
to reflect these payments. In the coming fiscal year, anti-
cipated payments by Leucadia will be included as part of the
budget and billings to the various agencies will be based on
the net cost to the agency after adjusting for Leucadia's
contribution.
7. Set Date for Next Meeting.
- The next meeting is scheduled for April 21, 1971, at 9 a.m.
