MINUTES OF
VISTA-CARLSBAD-BUENA-SAN MARCOS SEWERAGE SYSTEM

1. Review and Approval of Minutes of March 17, 1971.
Approved as submitted.
2 . Operations and Maintenance Report for March.
Mr. Oldsen reviewed the report in general. He advised the Com-
mittee that an analysis of the septic tank discharges has been
. completed and it was found that of eight dischargers now using the
facility, two of these handle 75% of the overall volume. He sub-
mitted the recommendation that the annual charge for septic tank
dischargers which is now $350 per year be increased to $700 for
the two largest users (Lil1 Stinker and Rotorooter) . The charge
for the remaining users would remain constant. The charges would
be reviewed annually. A motion was adopted (Asmus-Dunne) approving
Mr. Oldsen "s recommendation.
3. Final Fiscal Year 1971-72 Joint System Budget.
Upon motion (Mahr-Asmus) , the proposed budget was accepted as
submitted.
4. Winslow Development.
The Carlsbad City Engineer reported that negligible progress has
been made toward installation of the permanent water line. Upon
motion (Asmus-McComas) , the matter was continued until the next
meeting. The Carlsbad Fire Department will pursue the matter of
the water line installation schedule.
5. Enlargement of Water Pollution Control Facility.
The contractor is approximately 26% complete.
The Environmental Protection Agency has approved the use of
0
Federal funds for preparing the operation and maintenance manual
for the plant. They have not given approval or disapproval for
the study portion of the work presently undertaken by Brown and
Caldwell.- It appears participation may occur at such time as
construction which may be recommended by the study occurs.
6. San Marcos Training Facility.
Jim McKay reported that the Environmental Protection Agency has
requested the use of the old San Marcos Treatment Plant as a
training facility for plant operation. This appears to be an
excellent use of an apparently useless facility. The training
would include enlightenment of consultants who have been known to
design beautiful but useless facilities. Approximately "70% of
the trainees would come from California, with the remainder coming
from other parts of the country.
7. Plant Expansion.
Mr. Arnold questioned whether we have sufficient land within the
existing plant site to provide for ultimate expansion needs. If
additional land is needed, it should be acquired prior to private
development adjacent to the southerly boundary of the plant. Mr.
Olds-en indicated he felt adequate acreage is presently available
and no additional acquisitions will be needed.
8. Interim Water Quality Management Plan for the San Diego Basin.
The Water Quality Control Board has submitted a draft of the sub-
ject plan to the various owners for comment. A public hearing will
be held on May 10, 1971, which will be attended by Mr. Oldsen.
He advised that the water quality requirements are similar to those
presently in effect. Mr. Oldsen was requested to obtain clarifi-
cation of the statement stipulating that the existing permanent
service area for the Encina Plant would expand to the south and
to the east.
9. Set Date for Next Meeting.
The next meeting is scheduled for May 19, 1971, at 9:00 a.m. If
there is insufficient business to justify a meeting on this date,
Mr. Oldsen will notify each of the agencies and the meeting will
be rescheduled for June 16, 1971.
