Oldsen Absent: Bill Craven, Glenn McComas Guests: Richard Hanson, Emil Kariger, John Whitney and Harold Henning of Leucadia County Water District; Jack Kubota and Mark Schneider of Encinitas Sanitation District; Eric Mische of Brown and Caldwell. 1. Review and Approval of Minutes of May 19, 1971. Approved as submitted. 2. Operations and Maintenance Report. Mr. Oldsen reported that the new control equipment has been in- stalled by the Burroughs Plant to prevent deposit of toxic metals into the sewer system. The County is currently checking the System. No accidental spillage has occurred during the past month from the Burroughs Plant. 3. Leucadia County Water District - Encinitas Sanitary District Participation in EWPCF. Mr. Whitney reported on his analysis, requested at the previous meeting, of the problems connected with ownership or non- ownership in the System. He advised the Committee that no new material had been developed beyond that which had been discussed previously from time to time and to varying degrees. The primary objection to participation on a non-ownership basis would be the difficulty of justifying such participation to the taxpayers. He anticipates possible difficulty in selling bonds. He further believes that administration would be simplified with Leucadia County Water District and Encinitas Sanitary District participating on a full ownership basis. Considerable discussion ensued, concerning both of the above items. -2- the general feeling of the Committee being that the success of the sale of bonds would be dependent upon the need for the facilities to be financed by the sale and upon the method of presentation to the electorate. It was pointed out that the sale of capacity is not a new concept and that any new parti- cipant would get his money's worth. Charges and fees to the new participant for maintenance and operation costs would be the same as to the other owners. . Mr. Whitney questioned why the pattern of full ownership as outlined in Section 17 of the Basic Agreement should be modified, A draft agreement by Leucadia County Water District, entitled "Fifth Supplement to Basic Agreement to Provide for Participa- tion by Leucadia County Water District and Encinitas Sanitary District" was distributed. It was moved (Asmus-McKay) that the draft be reviewed by all parties and returned with comments for further discussion at the next meeting. Mr. Oldsen will obtain comments from the County Counsel. 4. progress Report on Master Plan Study. Eric Mische presented a progress report outlining the basic methods used in obtaining population projection data. 5. Revision to Basic Agreement Regarding Cost Sharing of the Buena Vista Trunk Line and Pump Station. Carlsbad has approved the agreement and it will be forwarded to Vista for further processing. 6.
