Review and Approval of Minutes of October 20, 1971. Approved as submitted. 2. Operations and Maintenance Report. Mr. Oldsen reviewed the subject report. 3. Agency Policy Regarding Trunk Lines Across the Site. Mr. Oldsen reviewed the history of the existing lines within the plant site. These lines are not located in special easements. It was recommended that any additional trunk lines which are required be handled in a similar manner. A motion was adopted (Mahr-McComas) stating: "Each of the owners and users of the Joint Treatment Plant shall have the right to install at its sole expense such trunk lines as may be necessary to connect to the Treatment Plant across Treatment Plant property. Each owner or user shall assume full maintenance responsibility for his own lines. The location of any such lines shall be subject to the approval of the Joint Advisory Committee without the necessity for the issuance of a formal easement." 4. Presentation of Encina Regional Sewage Survey by Brown & Caldwell. Mr. Eric Mische of Brown and Caldwell presented a brief outline - of the reoort, five copies of which were provided each agency. He pointed out that -the final ocean discharge standards for water quality have not yet been established by the State Water Quality Control Board. When these standards are finally established, they will have to be taken into consideration for final decisions regarding plant expansion. 5. Presentation of Project Report on 1972 Enlargement of Encina Water Pollution Control Facility by Brown and Caldwell. Mr. Hartford presented a brief outline of Volume 2 of the overall Brown and Caldwell report. Volume. 3 will be a revenue report which will be presented in February, 1972. The proposed enlarge- ment encompasses an additional sedimentation tank, an additional digester, and sludge pumping modifications, plus an extension to the existing ocean outfall. The planned expansion will be the same size, regardless of whether Encinitas Sanitary District participates or not. It was pointed out that the local Water Quality Control Board will not require secondary treatment at this time. It is highly probable that this higher quality treatment will be required in the not too distant future. By motion (Dominguez-Mahr) , the County Department of Sanitation and Flood Control was authorized to direct Brown and Caldwell to begin final design of Phase II expansion upon receipt from the City of Vista of a certification that sufficient funds have been deposited by all agencies as required to fund the project. 6. Five-Year Water Grant Program Schedule. Mr. Oldsen discussed the attached five-year program which was submitted to the regional Water Quality Control Board. 7 . State Water Quality Control Regulations Hearing. . The hearing will be held in San Diego at the Town and Country Hotel in Mission Valley on December 2, at ten o'clock in the morning. The County will make a presentation regarding standards on behalf of the Joint System. 8. Set Date for Next Meeting. Next meeting will be held December 15, at 9:00 A.M.
