Review and Approval of Minutes of May 17, 1972

Video Tape of Recent Inspection of Interior of Vista-Carlsbad
Outfall Sewer Line
Pertinent portions of the video tape inspection were viewed.
Settlement in the area of the fill placed by the Division of
Highways for the new access to the Buena Vista Pumping Plant
was observed, together with several locations within the line
where large rocks were present. In general, the line is in
excel lent shape.
Proposed Agreement to Allow Oceanside Temporary Use of Joint
Sewerage Facilities
Mr. Oldsen reviewed the draft and discussed the cost split.
Mr. Ruden commented on the high quality of effluent which would
be placed in the line. Upon a motion (Asmus-Arnold) the
Committee recommended that the agreement be adopted by the
governing bodies of the member agencies.
The agreement will be executed by Oceanside immediately. San
Marcos is scheduled for June 19, Carlsbad for June 20, Vista
for June 26, and Buena for June 27.
Mr. Ruden expressed the interest of Oceanside in joining the
system on a permanent basis providing the conditions are sub-

stantially in accordance with the Brown and Caldwell report. He
estimated an ultimate flow of 2 million gallons per day. Entry
conditions would be substantially similar to those imposed upon
Leucadia County Water District and Encinitas Sanitary District.
The staffs of the member agencies will prepare a preliminary
rough draft entry agreement for consideration of the Committee.
No date was set.
k. Operations and Maintenance Reports for May
Mr. Oldsen reviewed the report. It was noted that Leucadia did
not dump into the system for one week during this month.
5. Review of Budget for Fiscal Year 1972-73
Mr. Oldsen reviewed the County's basis for increasing costs.
This is briefly outlined in the following table.

Departmental Overhead - Administration, Director & Assistant,
records, blueprinting, fixed assets, reproduction, Deputy and

Agency Overhead- Fiscal, personnel, Director of staff.
County Overhead- County council, auditor, mai1ing.
The increases in costs were based on 1 ) 5% salary increases, 2)
supervisory charges passed on to Encina, 3) a larger plant, and
k) operation and maintenance costs increase as age of the plant
increases. Mr. Oldsen outlined the advantages we are now.getting
by having free personnel through subsistence .programs. Motion was
approved (Asmus-Dominguez) to adopt the Fiscal Year 72-73 budget.
6. Progress Report on 1972 Enlargement
The State Water Resources Control Board has certified the applica-
tion for a grant to Environmental Protection Agency subject to
fhr. -"ol lowing conditions: 1) All served areas shall conform to
the general plan of the City or County, as appropriate. 2) The
Encina and the Enci ni tas-Leucad ia expans ions are to be advertised
together. 3) Plans shall be provided by July, 1973 to show how
treatment will be upgraded to conform to board requirements, k)
The phase III enlargement, as shown in the Brown and Caldwell
report, is to be completed by July, 1975. The Corps of Engineers
outfall permit has been received. The plans and specifications were
discussed briefly. Mr. Schneider reported that the Chairman of his

Board, who was the contractor involved in the construction of
the original plant, felt that Brown and Caldwell had done an
exemplary job with these plans, and that we should end up with
a very good facility. Upon motion (McKay-Asmus) the plans and
specifications were recommended for approval by the individual
agencies .
7. Insurance for the Joint Facilities
A Joint Committee, consisting of Ed Stiles and Glen McComas,
was appointed to review the existing insurance package and
make recommendations as to changes which should be made in-
cluding the possibility of rebidding for insurance service.
8. Other Bus ? ness
Mr. Oldsen indicated that the County will be taking aerial
photos of the facility in the very near future now that the
weather has cleared up. The revised Joint System Map should
be available at the next meeting.
9. Set Date for Next Meeting
The next meeting will be held on July 19, 1972, at 9:00 A.M.
