Review and Approval of Minutes of July 19, 1972. 2. Approved as submitted. Operation and Maintenance Reports for July. The annual report for fiscal year 71-72 was reviewed in addition to the 0 & M report for July, 1972. Burrough's Corporation is not consistently meeting the discharge quality requirements for their effluent. The County is working with them on this matter and a further report will be submitted at the-next meeting. The Regional Water Quality Control Board inspected the plant and has given the operation a clean bill of health, Mr. Oldsen recommends that the City of Carlsbad take a close look at the zoning patterns surrounding the plant to avoid the possibility of incompatible uses. Discussion regarding odor problems at the plant revealed that the odor problem has been controlled by re- moving the exposed sludge, which had been deposited during the period of digester problems. Odors will continue to be closely monitored by the plant operators. 3. Oceanside Interim Connection. The Interim Agreement has been fully executed and will be dis- tributed shortly. Mr. Oldsen is working with the City of Ocean- side to finalize details of the interim connection. Progress Report on 1972 Enlargement. EPA is currently processing our application. Minutes-Encina Joi Sewerage Agency August 16, 1972 Page 2 5. Preparation of Technical Report for Encina Joint Sewerage System as Required by State Water Resources Control Board. A proposed plan of procedure was submitted by Mr. Oldsen. This.was supplemented by presentation by Mr. Mische describ- ing how the report would be prepared. A proposed schedule to complete the report prior to February, 1972, was submitted. Upon motion (Asmus-Arnold) the staff recommendations were approved with the stipulation that Leucadia County Water District and Encinitas Sanitary District reimburse the owner agencies for the LCD and ESD fair share of the cost of preparing the report at the time the costs to the agencies of study preparation 4-s~^-^- known. Mr Mische assured the Committee that there would be no duplica- tion of effort where existing information is available. He pointed out that effective industrial ordinance control is essential to efficient plant planning. It is much easier to control detrimental waste at the source than it is to remoVe it at the plant. 6. .Report by the Insurance Committee. Mr. Stiles reported that a meeting had been held with a representative of the Insurance Co. of North America to discuss the needs of our plant. He will meet further with the appraiser for INA to obtain a revision to the policy. Mr. Oldsen will provide cost information. A letter outlining the needs and desires of the Joint System regarding insurance has been sent to the insurance representative, Mr. McClellan. 7. Addition to Leucadia County Water District Service Area. Upon motion (Arnold-Mahr) LCWD was authorized to add to their service area, annexations known as the Rose et al annexation and the Village Park, Unit #9 annexation. 8. Set Date for Next Meeting.
