Dambach Review and Approval of Minutes of August 16, 1972 Minutes approved as submitted, Operation and Maintenance Reports for August The monthly report was reviewed by Mr. Oldsen. It was noted that the odor problem at the plant has apparently been effectively controlled, and no reports of complaints were received during the last month. Citron fill over Buena Vista Trunk Line The fill has been completed. The final television inspec- tion has not yet been run, however, the soils engineer reports that settlement of the line has been within accept- able limits, except beneath the entrance road fill, placed by the Division of Highways,to the treatment plant. The Division of Highways has been placed on notice that we consider the settlement of the line in this area to be their responsibility. Mr. Oldsen will work with them to insure corrective action is expeditiously taken. Review of State and Federal Water Pollution Control Plans, Goals, and Requirements. Mr. Dennis O'Leary, executive officer of the Regional Water Quality Control Board, addressed the Committee and explained Encina Joint Sewer Minutes -• Sept. 20, 1972 Page 2 k. the background regarding requirements and gave his impres- sion of where we are going. Mr. O'Leary complimented the Encina Joint Sewerage Agency for the example we are setting for others as an outstanding example of what can be done with cooperation between agencies. He noted several other agencies which have been patterned after the Encina group. The Federal Water Pollution Control Act (1965) required the States to submit standards to the Federal Government for approval by 1967. These standards, weighing 51 pounds, were submitted and immediately rejected by the Federal Government. In 1971, comprehensive water quality plans were prepared and a thermal plan adopted. The Ocean Plan was adopted by the State in July of 1972 and by the Environmental Protection Agency in September of 1972. Mr. O'Leary outlined the requirements of the Ocean Plan in some detail. The requirements are generally listed in tables A and B therein. In Table A the discharge must be better than primary, but not necessarily of secondary standard for domestic waste. There may be exceptions. In Table B, which pertains to heavy metals, the standards are very tough. The State has indicated there will be no exceptions granted. Mr. O'Leary feels that the practical limit will be the level of metals in the local waters. Implementation will begin with the submission of the techni- cal report by January 15, 1973, This report will include a) what needs to be done, b) estimated cost, c) estimated schedule, d) the impact on beneficial uses, and e) requests for exemptions with justification. By April, 1973, the Regional Board will draft requirements and time schedules for implementation for submission to the State Water Resources Control Board. It will then be forwarded to EPA. There remains a possibility of change by any of the higher agencies. The State Board has sent out the draft guideline for monitoring requirements. Many Agencies have asked for exemptions. Al of these have been acted favorably upon by the local board. Mr. O'Leary is not sure what the State Board wi1 1 do. Behind all of this is a possibility of passage of the Muskie-Blatnik bill which requires the best practicable treatment by 1976, the best available treatment by 1980, and no pollution by 1985. The definition of "no pollution" is not available. There is some question as to whether it actually means no discharge. Encina Joint Sef*""vage Agency """* Sep. 20, 1972 W ^ Page 3 5. Progress Report on 1972 Enlargement The plans have been approved by the State. Federal approval is expected soon. 6. Progress Report on Preparation of Technical Report Vista has approved the change in scope and Brown and Caldwell is charging ahead. ]_. Progress Report on Interim Connection by City of Oceanside There has been no further action to report. Mr. Ruden has indicated that Oceanside wishes to discuss a permanent connection with the City. Mayor Dunne stated that it will probably be Carlsbad's position that the Oceanside treat- ment plant at Buena Vista Creek will have to be removed at such time as a permanent connection is made. This would probably be a normal consequence of connection. 8_. Status Report on Construction of Ponto Interceptor Sewer The Ponto Sewer is now under construction. Mr. O'Rear presented a request for installation of a storm drain line across the treatment plant property. After discussion, a motion was adopted denying the request with the option to have it reviewed further if there is no other alternative (Cook-Mahr). . 9. Status Report by Insurance Review Committee The Insurance Representative has established the value of the plant at $.1,^30,000. The Committee is awaiting a breakdown of this value. 10. Other Business Mr. Oldsen reported on the aerial photo which was prepared by the County. Individual agencies can obtain copies of this color photo for approximately $20.00 by contacting Mr. Oldsen. 11. Set Date for Next Meeting The next meeting will be held October 25, 1972 at 9:00 A.M.
