Review and Approval of Minutes of September 20, 1972. 2. Minutes approved as submitted. Operation and Maintenance Reports for September The monthly report was reviewed by Mr. Oldsen. There was considerable discussion regarding Burroughs (see item #3} The State Industrial Safety inspector has been vigorously enforcing recently amended safety requirements (walkways, ladders, railings, etc.). A review of the operation and maintenance cost report for the first 2 months of the fiscal year compared favorably with the prorated 0 & M budget, although costs at treatment plant were about 10% higher than estimated. 3. Report on Letter to Burroughs, Inc. to Comply With Effluent Discharge Conditions. Mr.. Scovern reviewed past problems with Burroughs, Inc., which led to the letter of October 6, 1972, in which Burroughs was requested to take immediate corrective action on several violations. Mike Dolan indicated that Burroughs management had taken steps to correct the problems which included: 1) a reorqanization putting Mr, Moran in charge of the effluent treatment, which is no longer the responsibility of the production section, 2) planning for a "fail safe" system, and 3) continuing programs to reduce water usage (went from 100 GPM to 1 GPM on one plating line), as well as planning for ultimate "zero heavy metals". Mr. Scovern indicated that since the letter of October 6, 1972, Burroughs had taken positive steps to correct the problems. Since not all problems had been completely solved, Minutes of Encina jQnt Agency October 25, 1972 w Page 2 (copper monitor is not in operation and etch machine effluent still discharges to sump), a motion was adopted (Mahr-Dunne) that a monthly report be submitted to the JAC Committee on the status and progress of corrective measures at Burroughs. k. Report on Proposed Raising of V-C Outfall Sewer by State Division of Highways. Mr. Boyd Moore of DOH has indicated that the State planned to raise the line where settlement occurred beneath the entrance road to the Buena Vista pump station, where the State had placed fill material. 5. Rate Increase for Legal Services from County Counsel Mr. Oldsen indicated that the hourly rates for County supplied legal services has been raised from $15.^5 to $30.00 per hour. There was some question if this included the usual 6% over- head charge. Mr. Oldsen is to check with the County. After some discussion a motion was adopted (Dominguez-Mahr) to direct staff to check on the possibi1ity of retaining a private attorney and to report back at the next meeting. 6. Progress Report on 1972 Enlargement of Encina Water Pollution Control Facility and Extension of Ocean Outfall Projects. A grant offer of $^06,500 from the State was accepted on October 3, the Federal grant is forthcoming and EPA author- ization is expected by the end of the month. Advertising for bids can occur after EPA approval. Cost estimate is $1,626,000 of which 80% is grant eligible. There was considerable discussion regarding Environmental Impact Reports (EIR) and the Coast Line Initiative (Proposi- tion 20) on the November 7, 1972 ballot. A motion was adopted (Dunne-Annin) that an EIR be submitted to Carlsbad City Council on the project. 7. Progress Report on Preparation of Technical Report for Encina Joint Sewerage System. Mr. Oldsen indicated that the preliminary report being prepared by Brown and Caldwell is still scheduled for completion by the January 15, 1973 State deadline. 8. Progress Report on Interim Connection by City of Oceanside to Joint Sewerage System. Mr. Oldsen reported that Oceanside had not submitted any proposal, part icularly. with respect to long range aspects of a connection. It was noted by some committee member that there was an odor problem and that the existing 500,000 GPO capacity Minutes of Encina^^int Agency October 25, 1972 Page 3 of the plant had been reached. It was suggested that the City of Carlsbad contact Al Ruden of Oceanside regarding the odor and request that Oceanside proceed with the interim connection to the Joint Sewerage System. 9_. Status Report on Construction of Ponto Interceptor Sewer Mr. Flanagan reported that construction of the siphon was underway and that the system should be completed in December. 10. Status Report by Insurance Review Committee It was reported that although the billings had not been received, that insurance was in full force, and that the insurance appraiser was simply slow in following up. 11. Review of County Billing Procedure The City of Carlsbad reported difficulty in interpreting the County computerized billings since there was no code provided. Mr. Oldsen will meet with Carlsbad shortly to explain the cod i ng. 12. Set Date for Next Meeting The next meeting will be held on November 15, 1972 at 9:00 A.M. Respectfully submitted, TimothyNfl'.
