Oldsen Glenn McComas Ed Stiles 1. Review and Approval of Minutes of October 25 meeting. Minutes approved as submitted. 2. Operation & Maintenance Reports for October, 1972. The month's report was reviewed by Mr. Oldsen. It is estimated that San Marcos will exceed 1 million gallons per day next month. Several comments were made regarding odor control for the plant. The operator indicated that there had been a break in the seal in the digester and odors had escaped. It was felt that this was now under control. Mr. Oldsen will check into the quality of the digester seal for wet weather use and will report back at the next meeting. It was reported that the State Division of Industrial Safety requirements are considerably stricter than they have been in the past. Significant modifications in the plant opera- tion will be required. Mr. Oldsen will be reporting further on this at subsequent meetings. 3. Burrough's Discharge There has been no problem during the last month. Report on the V-C outfall Sewer Settlement at Buena Vista Kunnp Station. Carlsbad reported that the line will be televised on Nov. 27. Minutes of Encina Joint Agency November, 1972 Page 2 Division of Highways has indicated they will take corrective action as necessary. A further meeting will be held by the Division of Highways after the results of the television inspection have been evaluated. 5. Outside JAC Legal Service. Basic County Counsel charges will probably be going up. There is no additional overhead cost for County counsel work or for regular County consulting. Since the Deputy County Counsel formerly engaged in JAC work,is no longer available, and it will be necessary for a new attorney in the County Counsel office to familiarize himself with the Encina Sewerage system matters, a suggestion was made to investigate the possibility of utilizing either the Carlsbad or Vista City Attorney, since both Cities have full time attorneys on their staffs. A report will be presented by Vista and Carlsbad at the next meet i ng. 6. Progress Report on 1972 Enlargement. EPA advises they have no further questions or problems. The grant offer can be expected within two weeks. 7. Progress Report on Preparation of Technical Report. The report is approximately 50% complete. The sampling program is underway. Reference is made to the Regional Water Quality Control Board letter of 11-6-72. The legal counsel for LCWD feels proposition 20 will have an effect. The extent cannot be determined at this time. 8. The City of Oceans ide ^Temporary Connection. A letter, dated Oct. 31, from the City of Oceanside was reviewed, Oceans ide projects 1 50,000 gal Ions per day. The Oceanside Sewer Committee does not want to bring the Buena Vista area into Encina. They do wish to bring in those areas of Oceanside with- in the Agua Hedionda drainage basin. 9. Status Report on Ponto Interceptor Sewer. The siphon is complete. The pump station upstream is nearing completion. The pumps are on the site ready for installation. Primary holdup is in acquisition of the control gates at the head end. 10. Status Report by Insurance Review Committee. Since Mr. Stiles was not present, detailed discussion was deferred. Recommendation was made that, prior to finalizing insurance for the next fiscal year, bids be obtained. Minutes of Encina Joint Agency November, 1972 Page 3 11 . Review of County Billing Procedure The County has agreed to establish a separate work order for large cost accounts such as Burroughs and Beckman Instruments in the City of Carlsbad. Each participating agency will dis- cuss this matter directly with the County since billing for consulting services is direct. 12.
