Review and Approval of Minutes of December 20 meeting. Minutes approved as presented. 2. Operation and Maintenance Reports for December, 1972. a. General - Keith Boger, the new Encina chemist was introduced by Mr. Oldsen. Mr. Oldsen mentioned the success of the annual Christmas party held at the plant for employees and their families. Over 30 children enjoyed the occasion. b. Flow Report - the San' Marcos flow was noted to be approximately 0.2 mgd higher in December. Mr. Oldsen suggested the records be checked by San Marcos for possible error or some other explanation for the sudden increase. An error was noted in the December rainfall amount. The 0.5 inch total should have been 1.10. Total plant inflow is steadily increasing which points to the need for the enlargement project to get underway as soon as possible. c. Plant - Sludge usage by some of the owner agencies and the public continues to solve the disposal problem. The City of Carlsbad has hauled a large quantity recently. All agencies were reminded of the availability of sludge for their use. Septic tank discharge fees and various aspects of the licensing program were discussed at length. Upon motion by Dominguez, and a second, the staff was instructed to prepare an in-depth report on the septic tank discharge program covering fees, volumes discharged by each hauler, estimated costs of handling these wastes, and other relevant data for review at the next meeting. r^Minutes of Encina^/oint Sewerage Agency January 17, 1973 Page 2 The Ponto Interceptor Sewer Project is now nearing completion. The slide headgates are now being installed. When the service road is constructed, power service installed, and operational testing completed the new pipeline will be ready for use. d. Pump Stations - Continuing work on the State Industrial Safety Program requirements has been carried out. The propane feed method to the standby engines has now been converted from liquid to gas feed. 3. Report on TV Inspection of Vista-Carlsbad Outfall Sewer Mr. Oldsen reported the first section of 30-inch ACP immediately upstream of the Buena Vista Pump Station was inspected between 12 and 2:30 a.m. on 16 Jan. 1973. Three separate locations were found to have settled. A video tape was made and will be viewed by City, County, and State staffs to evaluate the problem and determine the best corrective procedure. The State Highway Department has accepted a partial responsibility to grade in the area of their work. Additional inspection further upstream will be carried out soon to determine if corrective work is required by the developer who filled over the pipe. 4. Report on Use of Vista City Attorney as Legal Counsel for the JAC Mr. Asmus indicated Mr. Roy Gann was authorized to serve as counsel on a trial basis. 5. Progress Report on 1972 Enlargement of Encina Water Pollution Control Facility and Qutall Extension Application for a Coastal Zone Conservation Act Permit (Proposi- tion 20) were filed on January 16, 1973, by Vista and Leucadia for these proejcts. The applicatiori was not formally accepted because the State Commission must first adopt rules and regulations for all Regional Commissions to use. Submittal was to Mr, Dan Gorfain, IREM Project, County Administration Center. Mr. Dominguez reported he attended a work shop session in Sacramento on how and when the new commissions will function. Many decisions are yet to be made, including legal interpretation by the State Attorney General, before permits can be processed. He believed it was likely to be 90 days before permit applications would be approved. Mr. Dominguez presented JAC with a copy of the tentative Coastal Zone Base Map. The permit line location and the new law was thorougly discussed. Mayor Dunne expressed his objection to the manner in which the Coastal Zone Base Map was prepared. He believed it should have been developed in cooperation with the communities affected by the map. When the permit is obtained the projects can be advertised for construction bids. The projects are presently nearly a year behind schedule. 6. Progress Report on Technical Report for Encina Water Pollution Control Facility Brown and Caldwell have found that by adding ferric chloride to increase the degree of treatment all aspects of the mandated ocean discharge plan can be met except for a slight variance in grease and oil standards. Their preliminary report to the Regional Water Quality Control Board will indicate this finding and also discuss the alternative of constructing activated sludge-type secondary treatment facilities. This type of addition is con- siderably more expensive in both first cost and to operate. The preliminary Technical Report will be submitted not later than February 1, 1973. After review by the Regional Water Quality Control Board staff and joint discussions with the consultant, the final report will be completed prior to the March 1, 1973, deadline.. 7. Interim Connection by the City of Oceanside Construction work on the connection project was started during the week of January 8, 1973. Personnel of the City of Ocean- side are doing the work with the County staff inspecting the construction. It is anticipated the City will begin diverting between 0.1 and 0.15 mgd of wastewater to the Joint Sewerage System during the week of January 22, 1973. 8- Special Birthdays The birthday of Ben Franklin and Hunter Cook Vv^lre duly noted. The JAC regretfully postponed the scheduled celebration for^ Hunter Cook. The occasion will be observed at the February* meeting. 9.
