Ij, Review and Approval of Minutes of Jan. 17, 1973 meeting
Minutes of Jan. 17 meeting were approved as submitted.
2. Report on Proposed Raising of VC Outfall Sewer by State Division of
Highways and Citron Development
Mr. Cook presented an analysis of the filling over the .Vista-Carlsbad
outfall sewer. Considerable discussion ensued. Mayor Dunne indicated
that response from Citron will probably be very slow, and that the
affected agencies should proceed with repairs and follow up with
collection from Citron, as may be possible under the agreement.
3. 0 & M Reports for January 1973

Jim McKay indicated that there have been some possible errors in
metering the flow from San Marcos. It may be that voltage from SDG&E
is not within tolerance. Further checks will be made.
Burroughs has been operating satisfactorily. It appears Kearfott is
making progress in handling the heavy metals.
A brief discussion of the work with the Division of Highways at the
Buena Vista pump station was presented by Mr. Cook. He suggested that
operator plant fast-growing screening landscaping around the site with
treatment plant forces. A good job has been done around the treatment
plant. A sprinkler system will probably be required; this may be in-
cluded as part of the next year's budget.
Preliminary Budget for 0 & M for 1973-74
Major factors discussed included: salary; Encina facility staffing to
provide full plant attention from 7am to llpm, 7 days a week; industria
waste surveillance program; ocean monitoring; safety program as affects
by OSHA; waste water transmission; miscellaneous cost increases such
as increased consulting to support EPA dictums. Mayor Dunne raised a
question whether item E2, which is mainly for operation of the Ponto '
pump station, could not be included under Section A. The staff will !

review and make a recommendation by the time the budget is again
considered.
5. Progress Report on 1972 Enlargement of EWPCF and Ocean Outfall
Mr. Oldsen indicated that the Proposition 20 application would be
submitted 22 February. There is still considerable doubt as to
whether public projects will obtain preference in priority. It
was recommended that a letter be directed by the operator to the
Commission requesting special handling in view of the federal
requirement for construction within 90 days, and the effort which
has been made in the past to file the application.
Brief discussion was held regarding capacity needs by the various
agencies. Leucadia County Water District and San Marcos County
Water District are both nearing the ultimate capacity which they
are entitled after expansion.
6. Progress Report on Preparation of Technical Report
Mr. Clarke outlined the various aspects of the technical report. The
State Quality Control Board has required considerable detail. He
indicated that present effluent does not meet ocean discharge require-
ments for copper, zinc, or chromium. The remainder of heavy metal
requirements are being met. It is the general conclusion of our
consultant that the requirements which we cannot meet are not
founded in fact, and there is no indication that the present plant
operation is causing any problems to the ocean. Application will
be made to the Water Quality Control Board for relief of these require-
ments. At this point, it boils down to a "wait and see" situation to
determine if logic can prevail.
Higher degree treatment was discussed; ferric treatment and activated
sludge were two alternatives. Initial cost of activated sludge is
higher and annual 0 & M costs are approximately equal. The major
cost for operation of activated sludge is for increased power which
would be required. Primary or ferric treatment will probably be more
failsafe regarding odors when compared to activated sludge. This is
the consensus of the staff.
7_. Progress Report on Interim Connection with the City of Oceanside
A motion (Mahr-Cook) was made to request Oceanside to limit their flows
to 100,000 gallons per day. This is due to increased flows from Vista
and decreasing excess capacity in the Buena Vista pump station.
8_. Status report on Construction of Ponto Interceptor Sewer and Considera-
tion of Electrical Power to Serve Pumping Station
It was moved (Blakesley-McKay) that permission be given for a temporary
overhead line as indicated on the submitted drawing, subject to under-
grounding of the line prior to 1 July 1973 and the further condition

that all power from the north be removed and a permanent power source
for the power connection be taken from the south side of the site as
soon as the power source is available at that side.
9. Request for Authorization to Purchase Certain Minor Capital Outlay
Items with Fiscal Year 72-73 Budgeted Funds
It was moved (Mahr-Annin) that those items listed in the Department of
Sanitation and Flood Control's letter of 12 Jan. 1973 be approved.
10. Set Date for Next Meeting
The next meeting will be held on 21 March 1973 at 9:00am.
