Review and Approval of Minutes of Feb. 21, 1973 meeting Minutes were approved as submitted. 2. Proposed 0 & M Budget for FY 73-74 3. 4. 5. Major budgetary increase in plant operation is for increased personnel required to provide additional coverage for high peak periods. Staff Report on New Fee Schedule for Septic Tank Waste Discharge Program The staff recommends that charges should be based on a load basis, rather than on an annual basis, as has been done in the past. Ed Stiles recommended that a specific date be established, giving a date by which payment must be made; suggests a 15 or 30 day period. Leucadia requested special consideration for digested sludge which they bring in to the plant and deposit in the bins. This is not treated at the plant site. Motion was made (Dominguez-Asmus) to adopt staff recommendation in principal. Leucadia County Water District will be given special consideration regarding cost. Proposed plans will be sent out to the industry for wide distribution. Matter will be further reviewed by staff and a specific program submitted next meeting. Vista-Carlsbad Outfall Sewer Sag Situation It is estimated that approximately 15% hydraulic capacity has been lost. It will cost approximately $15-20,000 to repair the situation. The matter is being studied further at the staff level. Progress Report on 1972 Enlargement Chuck Oldsen presented a revised cost estimate, increase of approximately 15% must be expected. It appears a cost Minutes of Encina Joint Sewerage Agency March 21, 1973 Page 2 6^. _ Progress Report on Application for Prop. 20 Permit The permit will be considered in connection with the Leucadia application on Friday, March 23. 7_. _ Progress Report on Technical Report, Phase III A draft of the technical report has been circulated to the staff for review. 8_. _ Legal Services for Joint System Mayor Dunne suggested contacting Roy Gann about services on a con- sulting basis; Roy has left the City of Vista. Motion was made (Mahr-Dunne) to contact Roy Gann to work out an agreement. 9^, _ San Marcos Capacity Needs Considerable discussion ensued regarding the availability of excess capacity, the current needs of existing owners, and the proposed needs. It was pointed out that agencies must control growth in a coordinated manner, or some outside agency (Water Quality Control Board, CPO, EPA, etc.) will do it for us. 10. _ Review of EIR on Proposed McReynolds Development - Carlsbad Mr. Oldsen presented a draft letter to the City of Carlsbad Planning Department recommending denial of the proposed mobile home park development and recommending that the area be used for commercial purposes. It was moved that the letter be approved (Dunne-Asmus) . 11. _ Set Date for Next Meeting Next meeting will be held on April 18, 1973. Respectfully submitted, Hunter T. Cook HTC/de
