Minutes of September 19, 1973 Meeting Minutes of September 19, 1973 meeting were approved as submitted. 2. Operations and Maintenance Reports Mr. Oldsen reported that San Marcos & Vista flows were up for the month of September, possibly due to start of school. Burroughs effluent continues to meet the established requirements. Significant items included: a) September 1973 sewage flow was 6.3 MGD, which is 1.3 MGD above the September 1972 flows. b) The operation and maintenance costs for September were within the prorated budget. 3. Review of Existing and Projected Flows of Participating Agencies Two of the participating member agencies, SMCWD and LCWD, again did not provide the required information for the month of September, It was pointed out that the chart will not reveal any significant information unless every agency contributes to the overall picture. JAC meeting i, 10-17-73 Page 2 4- Progress Report on Construction of the 1972 Enlargement of Encina Water Pollution Control Facility and Extension of Ocean Outfall The sedimentation tank excavation is down to grade at present. Some excavation work has been done on Phase IIA at the Encina Facility in anticipation that the negotiations for construction will be successful. Construction on the ocean outfall has been held up due to labor difficulties and weather problems, but will commence this week. 5. Progress Report on Interim Chemical Treatment Investigation Approximately $5,600 worth of equipment ($20,000 budgeted) is on order. No further progress from last month. 6. Preliminary Presentation of Proposed Water Reclamation Project Concerning a Portion of Encina Effluent and Disposal of Treated Industrial Waste via the Encina Ocean Outfall to Serve the Projected Oil Refinery. Mr. Dennis O'Leary introduced Bruce Bean who gave a presentation explaining the operation of a proposed oil refinery, to be called the Macario Independent Refinery. The refinery could utilize about 2200 GPM of effluent from the Encina Plant, reclaiming the water for the operation. After use at the refinery, the effluent would then be put directly into the outfall, first being treated to meet the EWPCF specifications, without the necessity of being routed through the Encina Plant a second time. The plant would also require about 1200 GPM of fresh water. Mr. Oldsen suggested that the staff be authorized to work with representatives of Macario on any problems arising from the installation of the refinery. A motion to that effect (Mahr-Jerrell) was passed. 7. Progress Report on Proposed Phase IIA Enlargement The Sixth Supplement to the Basic Agreement has been approved by . each Council or Board of Directors and specifications and plans will be ready by the end of the week. Signed agreements are still forthcoming from San Marcos. A complete copy of each agreement, with all signatures, will be sent to each agency, when all signed agreements have been received by the County. A permit from the Coastal Commission will be forthcoming by October 19, 1973. 8. Discussion of Proposed Seventh Supplement Agreement for Phase III Enlargement After much discussion, a motion was passed (McKay-Dominguez) that the proposed 7th Supplement be revised to include full voting rights for Leucadia and Encinitas with ownership for all six agencies to be equal to capacity rights in unit I. Mr. Pressman suggested that this supplement be reviewed by each agency so that a draft can be brought to the next meeting. JAC meeting 10-17-73 Page 3 9. Report on Progress made by Brown & Caldwell on Preliminary Engineer- ing Portion of Phase III Enlargement Contract Eric Mische of Brown & Caldwell presented a report on the progress of the preliminary engineering of Phase III enlargement with tables comparing 3 different methods of calculating grant eligibility, distribution of costs, and allocation of Federal-State grants and local funding. Following a lively discussion, Mr. Oldsen suggested that the report be studied in depth by each agency for feedback at a later date. A staff meeting was set for Friday, October 26, at 2:00 P.M. to discuss the input from each agency. 10. Review of Proposed Agreement (Third Supplement to Leucadia Interim Agreement) to Permit Leucadia to Pump Increased Flow of Raw and Treated Sewage to Encina Water Pollution Control Facility Dick Hanson of LCWD requested that the proposed agreement to permit Leucadia to pump increased flow of raw and treated sewage to the Encina Plant be revised and redrafted and sent out to each agency for a final vote at the next meeting. The agreement is to include four items, as listed in the minutes of the last meeting, as follows: 1. a booster pump, to be purchased and installed by LCWD, is to be installed in the existing temporary force main; 2, the capacity of the force main is not to exceed 1.25 MGD; 3. the first .750 MGD is to be treated; and 4. the balance of effluent is to be screened to remove solids. The temporary system will be in use until July 1974, or when Phase IIA is on-line. 11. Set Date for Next Meeting The next meeting was set for Wednesday,.November 21, 1973, at 9:00 A.M. at the Encina Plant. Respectfully submitted, Tim Flanagan TCF/mac
