1. Minutes of January 16, 1974 meeting
The minutes of the January 16, 1974 meeting were approved as
submitted with the exception of.Item 7, line 11. The line is to be
changed to read '.'..that Vista may, at any time, and for any reason,
termi nate. . ."
2. Operations and Maintenance Reports
Mr. Oldsen reported that the January flow was up over December due
probably to infiltration, although the flow was not as high as this
time last year.
Significant items were:
a) January 1974 sewage flow was 7.145 MGD which is 1.284 MGD above
January 1973 flows.
b) The operation and maintenance costs for January, 1974 were
below the prorated budget.
c) A malfunction in the-bubbler at the Buena Vista Pump Station
created a problem with sewage overflow into the Lagoon. The
problem was corrected and provisions were made to prevent
further recurrence.
d) Septic tank volumes were down from last year due to the
hauling of 249,000 gallons of sewage from the Lakeshore Gardens
Mobile Home Park, which is now connected to the sewer system.
e) Rainwater shorted out the transformer in the sludge pump control
panel. The problem has been corrected and- the panel sealed to
prevent further occurrences of this type.
3. Review of Existing and Projected Flows of Participating Agencies
Mr. Oldsen told the Committee that the report is incomplete due
to the fact that Carlsbad and San Marcos did not submit reports
for January. Tim Flanagan told the Committee that 7,600 should
be used as the figure for Carlsbad's total previous connections
and 121 for the new connections figure. San Marcos reported
that 25 should be used for their new connections. Mr. Oldsen
suggested that the agencies mail in reports every month rather
than relying on phone messages. There was some discussion as to
whether the best method of tabulating the sewer connections should
be based on actual hook-ups or on hook-ups in use. The problem
was not resolved and each agency will have to handle the tabula-
tions in their own way.
k. Report of Progress Made on the Construction of the Phase II and
MA Enlargements of the Encina Water Pollution Control Facility
a"nd the Extension of Ocean Out fa 1 1 ,
Mr. Oldsen reported that the Treatment Plant, Phase II is 30%
complete and Phase MA i s' 1.0% complete, arid at this point,
neither Phase will be bothered by rain. The outfall pictures
show show good construction and there are no problems with the
72" pipe, however, there'were problems discovered in the connec-
tion between the old and new outfalls. The headgate that blocked
the end of the pipe (that had been planned to be extended) had
been pulled out after the new outfall had been laid. A slot in
the top of the W pipe was to be sealed off with a special
concrete cover device,, When the connection between the old-
48" pipe and the new 72" pipe was made areas were found that
were leaking unacceptably. Mr. Oldsen remarked that the .
Contractor, Kiewit, is responsible for a better seal. Also,
11 covers on the old outfall, inspected at the same time, were
found to be leaking. Kiewit will be asked 'to do the work on
rehabilitating the old covers. However, the pictures show
that the rock ballast completely hides the old covers, and
the rock will have to be jetted away from the pipe so the bolts
can be replaced. A change order will be submitted to Vista for
the necessary work and will be paid for out of the force account
or negotiated.
A motion was passed (Dominguez-McKay) that Vista bill the
agencies involved for the amounts due according to the terms of
the Sixth Suoplement, Table 2, Exhibi-t 1.
5. Progress Report on Interim Chemical Treatment Investigation
Mr. Oldsen reported that one of the three Sedimentation Tanks
had been shut down and all waste water was run through the
remaining two tanks. It was found that two tanks did almost as
well as three. No further polymer investigation will be needed
at this time. A flow as high as 9~'10 MGD can be run through
the three tanks and still meet the current ocean discharge
- <*\standards. We W'l 1 now have to explain tos^ine Water Quality
Control Board what was done, and what was learned, and the
situation that might exist if the construction is unduly delayed
and we have substantially higher flows than expected. Mr.
Oldsen will report back next month with results from the Water
Quality Control Board. He also noted that the State Board seems
to have made a decision to demand secondary treatment. He will
be in Sacramento later this month and will check with the
Federal Agencies on whether there will be help available to fund
this secondary treatment.

Mr. Stiles reported that three meetings have been held in
regard to this problem and that, although he cannot report on
specifics at this time, the situation looks very hopeful.
7. Discussion of Seventh Supplement and Proposed Phase III
Enlargement
Dick Hanson suggested that this item be tabled until the next
meeting at which time the problem of buy-in monies will likely
be resolved and any objections to signing the supplement will
hopefully have been resolved. A motion (Dominguez-McKay) to
this effect was passed.
8. Report on Prospect of City of Oceanside Joining Encina Regional
S ew e r a g e S y s t em.
Mr. Oldsen talked to Al Ruden of the City of Oceans'ide concern-
ing the prospect of the City of Oceanside joining the Encina
Regional Sewerage System. Mr. Ruden informed Mr. Oldsen that
Oceanside already has State approval and funds have been
allocated -for the force main and construction of the system
which will pump sewage from the Buena Vista area northerly.
Mr. Ruden agreed to call the State and find out what should be
done.
9. Other Bus i ness
Mr. Stiles recommended that the Board not change attorneys at
this time. He commented that Mr. Pressman is doing a good job,
is able to attend JAC meetings regularly and is available when
help is needed. A motion (Dunne-Dominguez) that the JAC retain
Mr. Pressman as attorney was passed.
10. Set Date for Next Meeting
The date for the next JAC meeting was set for Wednesday, March
20 197^.
