1. Minutes of February 20, 197** meeting
The minutes of the February 20, 197^ meeting were approved as
submi tted.
2. Movie on Underwater Pictures Taken of New Outfall Extension and
Sealing Problem of Existing Port Covers.
An X-rated movie was run showing the new outfall and portions
of the existing section. The leaking port covers were shown to
be very obviously leaking and the rock ballast almost covering
l: the pipe in many areas. The photography was excellent consider-
ing the underwater conditions and the movie was considered a
success.
3. Operations and Maintenance Reports
. Mr. Oldsen reported that the February flows were down over January,
Significant items were:
a) February ^^lk sewage flow was 6.6kk MGD which is .582 MGD
above February 1973 flows.
b) The operation and maintenance costs for February, 197^ were
still below the prorated budget.
c) There was a.problem in the primary digester possibly caused
c oby an experimental solution injected into the system a
short time before the digester imbalance began to occur.
d) An automatic sampling device was installed at Burroughs
Corp. to monitor plant wastewater discharge.
4. Review of Existing and Projected Flows of Participating Agencies
Every agency had its report in on time for the month of February.
The number of new connections is down and it looks as if growth
has slowed down considerably.
5. Report of Progress Hade on the Construction of the Phase I I and
"TlA Enlargements of the Encina Water Pollution Control Facility
Mr. Oldsen reported that Phase IT is 35% completed and Phase MA
is 22% completed. A letter from Weardco, dated February 21, 197^,
was discussed in which Weardco asked for an extension of time
on their contract. They are having delivery problems and estimate
that completion will be delayed for Phase II until December 197^-,
and for Phase MA until January, 1975. The County advised Weardco
that they resubmit their request fifteen or twenty days prior to
the contract expiration date,, at which time they will be able to
be more definite as to completion dates.
6. Progress Report on Discussion with Executive Officer of California
Regional Water Qua 1ity Control Board, San Diego Region Regarding
Findings of Interim Chemica1 Treament Investigation.
Mr. Oldsen reported ^hat he talked to the Water Quality Control
Board's Leonard Burtman and he advised that as long as we could
produce the effluent quality that the present order from the
Board requires there would be no problem in terms of exceeding
the flow volumes mentioned in the Resolution.. Mr. Burtman
requested that the report study findings and recommendations
from Brown and Caldwell be provided him as backup to our treat-
ment capabi1i ty.
7. Continued Discussion on Best Method to Resolve Problem of Disburse-
ment of Fifth Supplement Excess Buy-in Monies
After some discussion, a motion (Chase-Zapotocky) was passed
authorizing the preparation of the Seventh Supplement in accor-
dance with the terms of the last draft approved by JAC plus
parts of the draft of Nov. 1, 1973 relating to full membership
in JAC with voting rights for Leucadia and Encinitas, ownership
rights equal to capacity rights, and the distribution of the buy-
in monies in accordance with the letter of February 13, 197^, to
Leucadia signed by Mr. Lewis and Mr. Zapotocky. An exhibit will
be added to this setting forth percentages of capacity and owner-
ship of all the participants. This draft will be sent out for
review by each agency before the next meeting.
8. Continued Discussion of Phase III Enlargement and Request for
Direction to Staff and Consulting Engineer.
This item will be reviewed in draft form at the next meeting.

It was also noted that Vista is now free to hire Brown &
Galdwel1.
9. Report of Findings Resulting from Study on Use of Reclaimed
Water for Proposed Macario Independent Refinery
Mr. O'Leary, of Lowry & Associates, reviewed the possibilities
for reclaiming water and explained to the JAC that, because the
expense of pumping the effluent uphill to their plant plus the
expense of secondary treatment made the cost prohibitive, the
Macario Plant would buy water from CMWD. If and when the Encina
Plant is required to install secondary treatment, they will
reconsider using the effluent, which method will save approxim-
ately $45.00 per acre foot over secondary treatment.
10. Other Business
Mr. Oldsen informed the JAC that the proposed budget for 197^-75
contains several inaccuracies and will have to be redone. Next
month a more accurate version will be presented to the Committee
for the!r review.
Mr. Chase requested comments from the Board regarding reorganiza-
tion of the JAC. A motion (Dominguez-Zapotocky) was passed that
Mr. Alex Bowie, who specializes in agency reorganization, be
invited to speak at.the next meeting, if possible. Mr. Oldsen
advised JAC members to take a look at Brown and Caldwell's
Master Survey, Chapter 10, on reorganization.
Mr. Chase suggested that a special study be instituted regarding
the existing and future needs on trunk lines.
Mr. Chase reported that he had contacted "the owner of the land
adjacent to the north side of the Encina Plant regarding purchase
of the property. Mr. Chase will be meeting with him shortly.
11. Set Date for Next Meeting
The date for the next JAC meeting was set for Wednesday, April
17, 1974.
