Operations and Maintenance Reports Approval of Completion of Phase II is approximately 50%; Phase IIA is about 33%. Contractor has been moving along with the work. Sludge is still in high demand and must be saved. Sooner or later, there will be a charge. -Lab tests were satisfactory. Flow report shows flows down in April. No rainfall recorded last month. Plant has' not reached nominal capacity. Cost report about the same as last month. Projected flows - sheet is incomplete; Mr. Oldsen stated he would not make up the report unless everyone submits data. San Marcos reported new connections were 116; with their billing system, the information is not available by the ,10th of the month. A few months lag time, it was felt, would be better than no report at all. It was decided that San Marcos would submit report monthly on a delayed basis while other agencies continued to report as before. Consideration for Approval of First Supplement to Agreement for Temporary Connection by City of Oceanside After discussion of the agreement, motion was passed (Chase-Dominguez) that JAC approve the first supplement to the agreement for temporary connection by City of Oceanside. Consideration for Approval of Proposed Operation and Maintenance Budget for FY 1974-75 The big change was under Section B where items allocated under flow basis were on ownership basis. Overall numbers were hardly changed. Contingency reserve took into consideration raise in salaries. Next year, the budget will be prepared more in preliminary form for staff approval before JAC review. Industrial waste is based on records of cost. Motion was passed (Zapotocky-Chase) to approve final budget. Responsibility for budget: The job was given to Carlsbad as the administrator, and by default this has not occurred. Carlsbad should become the active and proper administrator for JAC, including the , proposed budget. Chuck Oldsen will have to be involved, also. This does not include administration of Phase IIA. By the next meeting, there will be a report regarding responsibilities of administrator. 5. Request for Approval to Proceed with Repair of Port Covers Contractor will repair leaking slot covers at no cost. Other work will include port covers, neoprene gaskets and hardware, port cover bolts and replacing rock from around port covers. Total cost will be $40,000 and it is hoped that a grant will cover part of the total. Breakdown of costs: Vista, $6700; Carlsbad, $11,500; Buena, $5200; San Marcos and Leucadia, $6700; Encinitas $3300. Motion passed (Chase- Zapotocky) that JAC authorize change order for Peter Kiewit and Sons. It was also stated that the engineer of the project should- be formally asked what portion of the money they want to pick up. '6. Other Business A letter report from Brown and Caldwell dated May 10 regarding the analysis and conclusions of hydraulics and coagulation testing results for Encina Water Quality Control Plant was distributed by Mr. Oldsen. It was requested that everyone read the letter and be ready at the next meeting with any questions they had. • Status of 7th supplement - Has been okayed by Vista, Buena, San Marcos and County. Leucadia to approve it on May 16. Motion passed (Zapotocky-Dunne) to make the third Wednesday of every month the regular meeting date, at 9:00 AM. 7.
