Approval of Minutes
Minutes were approved as read for 17 April and 15 May meetings.
Operations and Maintenance
No serious operational problems this past month, except the #1 digester
overflowed the night before, which should be in next month's report.
The lab will have an increased load as new permit has been issued (NPDES)
for San Elijo and Encina which needs extra testing. Industrial waste
monitoring was conducted throughout the month, with extra attention to
Burroughs. There is a new format in the reporting of the EWPCF and
metering stations with this month's report.
The flow report was an estimated amount, as the meter was inoperative
most of the month because of construction problems with Phase II and
IIA. Flows are not rapidly increasing. Cost accounting is right on
target. Projected flows - it was again requested that each agency
report as promptly as they can. Leucadia supplied their numbers to
fill in on the report: a-3277/58; b-0.016; c-300; d-0.084; e-0.681;
f-0.72; g-1.01; i-800/1.22; flow of 0.681 was contributed to Encina,
with 0.205 to La Costa, so total flow was actually 0.886.
Progress on Plant Enlargement
Construction, is approaching 55% on Phase II and 45% on Phase IIA.
Construction has not been hampered by the recent concrete workers
strike, but might be slowed down if it lasts very long. Almost all
concrete work has been done.

4. Statement by Carlsbad Regarding 7th Supplement and Report on Approval
Mr. Chase related that the City began to have reluctance about paragraph
4. After due consideration, Council has agreed to sign the 7th supple-
ment; the problem being that the limit of engineering fees was not set
on benefit gained. Mr. Chase was instructed by Council to read into
the minutes the following statement: "The Carlsbad City Council approved
the 7th supplement to the master agreement in its present form, with
the understanding that every effort would be made to'insure that the
final engineering costs, as well as the final construction costs, would
be assessed to each agency on the basis of benefit gained." Mr-. Chase
welcomed Encinitas and Leucadia to the agency. Mr. Oldsen and Mr.
Pressman both need certified copies of the resolution for their records
from Carlsbad and San Marcos.
Mr. Oldsen raised the question as to when Leucadia and Encinitas would
come on board; Mr. Pressman advised that the date would be as soon as
all agencies had approved the 7th supplement. Motion was made (McKay-
Chase) that Leucadia and Encinitas, effective the date of the 7th, pay
their pro-rated share, based on ownership, of those costs and that the
flow costs commence on the date they actually discharge. After some
discussion, Mr. Pressman advised that staff should look into the problem
and give a recommendation at the next meeting. The motion was withdrawn.
New members for each agency will be appointed and Carlsbad will be
notified with regards to payment. Mr. Chase advised that Mr. Beckman
had been appointed as an alternate from Carlsbad.
5. Progress Report on Repair of Port Covers on Encina Ocean Outfall
Work was started Monday. The port covers have been taken off and the
slot gate cover leakage has also been assessed.- Work is proceeding on
schedule and should be completed by next meeting.
Mr. Beckman read memo to Joint Advisory Committee from Carlsbad with
regards to payment for port cover repair and then distributed copies
to all members in attendance. He made a change in the memo with regards
to original outfall design, which was done by Engineering-Science. Mr.
Mische asked why Brown and Caldwell was listed with regard to the monel
bolts problem, as they were not involved in the original design. Mr.
Beckman related that the contract put the responsibility on the engineer
for this type of correction in the design. After discussion and advice
from Mr. Pressman, Mr. Chase said that he had no hopew that there would
be any way to pursue actual reimbursement, but that we should ask any-
way, because if some one has made a mistake, then they should pay for
part of it. Mr. Mische brought up the point that monel is an acceptable
material to be used in an outfall design; that it was the configuration
of the bolts in the design of the original outfall that caused an
oxidation to occur and therefore the corrosion. It was moved (Dunne-
McKay) that-we write a letter bringing the matter to the engineering
firms' attention, asking for their comments, and indicating that we
feel there is a certain amount of liability or responsibility involved
.on their part. Mr. Beckman indicated that there was really no mistake

made, but the state of the art at the time the specifications were
prepared could not reasonably indicate that the design person could
assume that this would happen. He also indicated that Carlsbad would
prepare a letter. .
6. Progress Report on Issuance of NPDES Permit for Encina
Chuck Oldsen had a signed copy of the permit which requires that, in
1977, we go into secondary treatment. It also sets receiving water
limitations; requirements relate both to ocean plan and to the EPA
requirements. Chuck received a packet from the State acknowledging
the fact that Phase III project was up-graded in priority and was
eligible for 1974-75 grant. He was instructed to start preparing a
project report that was needed by July 1.
7. Discussion on Brown and Caldwell Letter Report of May 10
The letter had been distributed at the end of the last meeting for
everyone to read and be ready with comments. Mr. Pressman noted that
the actual capacity of the plant was 30% over the design and rated
capacity and wondered if this was common. Mr. Mische and Mr. Oldsen
advised that design capacity is conservative, and that the sedimentation
tank was very effectively designed. Also, if the plant capacity is
increased, the percentages owned would be the same, but the gallons
would be adjusted.
8. Report by Carlsbad on Role of Administrator
Mr. Beckman gave an outline of duties of the administrator as outlined
in the master agreement and supplements and also advised who was now
doing these tasks if it was not the administrator. He will have more
complete information, including costs, at the next meeting.
Mr. Zapotocky gave recognition to a letter from Carlsbad with regards
to the lead time given for committee meetings. On the same subject,
motion passed (Zapotocky-Chase) that Jack Kubota be reimbursed for
the luncheon of the last meeting, and that such-costs be paid for
from now on through the administrator.
9. Other Business
On or about July 1, William L. Smith, Chief Operator for the Joint
Sewerage System will be retiring from County service. Mr. Dunne
suggested that a resolution of appreciation by given to him, including
on it enough room for everyone on the Committee to sign. This could
also be framed, if possible.
Mr. Oldsen brought to everyone's attention the fact that he rushed
everyone a little by adding Leucadia & Encinitas to the heading of
the agenda.

Mr. Oldsen also advised that he had about 15+ minutes of underwater
photography on our outfall and about 25 minutes of above-water photo-
graphy that was taken during construction; he thought that we should
have a professional movie put together with supplemental pictures and
narration for public relations purposes. It could have music, professional
narration, titles and sketches for $3-4,000. It was suggested that we
check with other agencies to see if they have such a movie, but Mr.
Oldsen advised that since it was comprised of pictures of our outfall,
it would be better for the public; Mr. Mahr suggested that we add
pictures of the treatment plant itself. Motion passed (Mahr-Zapotocky)
to ask staff to investigate further into making this into a permanent
picture for public relations, also including the plant itself as
necessary to show how effluent is brought to the outfall.
Mr. Stiles gave a brief report on the new insurance package; equipment
is covered for its value at the time it is destroyed. They take the
original construction cost and each year a factor is used to bring it
up to date. We are insured for $1,591,834 at a premium of $3639 per
year. Motion passed (Chase-Mahr) for Chairman to be authorized to
proceed with arrangements for new premium.
