Minutes were approved as read (Chase-McKay).
Operations and Maintenance Reports
Industrial waste from Burroughs was discussed at a meeting with Carls-
bad, Burroughs and the County; hopefully they are now on a problem-
solving basis. Note was made of the digester foaming on the day of
the last meeting. Routine items were listed for operation.
With the adoption of Order 74-21 by the Regional Water Quality Control
Board going into effect, increased laboratory testing has resulted.
This will be in effect until 1977 and started when the ocean outfall
was completed. The present vendor for ocean monitoring service has
requested an increase in their price per year, which increase is felt
to be unjustified. Negotiations are now going on with Woodward-Envicon,
Inc.; it it believed that satisfactory service will be obtained without
any substantial increase in cost.
Buena Vista pump station overflowed during the past month, but the new
problem has been completely corrected. The problem involved a rupture
in the main air feed line from the three-way valve to the controls. A
backup system was installed in the event of a high wetwell, independent
of the air pressure alarm.
The flow records reported this month include the entire year. San Marcos
flow has gone down considerably since March; after discussion, it was
decided that San Marcos would check on the reason for this.
Operations and maintenance cost came very close to meeting the budget.
The plant itself was the only thing that went over, going over by
$10,000; it has been running over for about the last 3 months. Carlsbad,

Vista and Buena ran over on consulting costs.
3. Review of Existing and Projected Flows
The report was complete for the first time in a number of months.
Carlsbad was unusually high due to connection fee increase. This
amount represents paid connections on existing buildings now under
construction.
4. Progress on Phase II and IIA
As of July 14, Phase II was 66% complete and IIA was 47% complete.
5. Report on Repair of Port Covers
Work was started on July 17 and completed on July 27. Change order
was for $39,650 and County's estimate of cost has been put at $32,370;
request for payment itemizing costs has not yet been received. Three
days less diving time was needed than was estimated. Outfall will now
be inspected annually or semi-annually by divers.
6. Report by Carlsbad on the Role of the Administrator
It was requested by Mr. Chase that Carlsbad send out the report with
the minutes; it can then be discussed at the next meeting.
7. Presentation to Bill (Smitty) Smith
The Chairman presented a plaque and resolution of commendation to
Smitty, acknowledging exemplary services as superintendent of the
Encina plant and wishing him a happy retirement. Everyone admired
his welded pop-art plaque received from the employees at the treatment
plant.
8. Presentation of Proposal to Have Professional Movie Prepared
Joe Thompson of Seavision Productions gave a presentation of the
preparation of the movie; the film would be 17-20 minutes long,
would include underwater scenes of actual pipe laying, would also
have music at the beginning and end, and narration. The production
will be handled completely by Seavision with advisement from the
County. Motion passed (Zapotocky-Chase) that we proceed with the
movie. We should move into a contract agreement that will spell
out the script, etc. and Carlsbad should be the contracting party.
It was suggested that everyone contact Chuck Oldsen and advise him
of their desires for the film. Each agency would also supply a
representative to go to the film interlock (review).

9. Other Business
New member from Encinitas, Lee Arnold, was introduced by Mark Schneider.
Jack Kubota is alternate from Encinitas.
Subcommittee had brief meeting with nothing concluded; they are still
in the process of gathering facts. Next meeting will be July 31 in
Carlsbad.
Mr. Pressman advised that the 7th Supplement was effective May 1, 1974.
Per this supplement, Encinitas and Leucadia will become owners and have
capacity rights on completion of Phase II and IIA. Membership on JAC
starts forthwith. Payment for operation and maintenance is tied into
actual flowage.
Regular members of each agency: Vista - Bob Foo, Joe Zapotocky, (Elliott,
Todd alternates); Carlsbad - Lew Chase, Dave Dunne (Beckman alternate);
Buena - Bill Dominguez, Ed Stiles (no alternate); San Marcos - Jim McKay,
Stan Mahr (alternate to be appointed); Leucadia - Dick Hanson, Stan
VanSickle (Henny, Lash alternates); Encinitas - Lee Arnold, Mark
Schneider (Kubota, Ericks alternates).
Summary of Joint Powers agreements was given to all members.
10. Next Meeting
Next meeting will be August 21, 1974.
