Minutes of July 17 meeting Page 2, item 5 was changed to read: "outfall inspection would be annual or bi-annual"; just before item 10, alternates for Leucadia, the name should read Henning. Minutes were approved (Zapotocky- McKay) as modified. 2. Operations and Maintenance Reports A one-year contract has been negotiated with Woodward-Envicon, Inc. for the increased ocean monitoring program. Industrial waste had full conformance realized last month, with Burroughs working on a more reliable system. Plans for their new system are to be submitted for review by the County. Encina expansion on Phase II was 71% complete and Phase IIA was 52% complete as of August 21. Construction has not been held up by strike; however, the new strike will affect paving, but not other operations. There is a daily foaming problem now in the digester. It has not been avoidable and no one has been able to figure out the problem. Buena Vista pumping station's #1 pump was removed for repairs. Flow for July and the past year's fiscal flow was shown. Leucadia's flow was lower because of Phase IA improvements; they had to by-pass more of the flow to La Costa than normal. A new pumping system should be in operation by next week. Flow will then be 1MGD. Flow overall was up over last year at this time; no cost data for July due to delay in accounting data print out. Joint Advisory Committee August 21, 1974 Page 2 3. Review of Existing and Projected Flows Everyone reported with information, so chart was again complete. Projected flow for this month is 6.83 and in 6 months should be 7.5. This is within the safe operating capacity. 4. Report by Carlsbad on Role of the Administrator ', It was recommended that, in light of a committee studying the possibility of a new organization, the role of the administrator remain at status quo on a temporary basis. Report was accepted (Dow-Dominguez) as filed. 5. JAC Membership and Functions Sheet San Marcos named Scott Dow and Oby Blanchard as alternates. Buena should have one alternate; Mr. Dominguez will have more information on this at the next meeting. 6. Other Business New members were introduced from Encinitas (C.D. Bricks) and San Marcos (Scott Dow) ..- The movie production is moving ahead. Program was changed a little bit; there was no way for 6 agencies to pay for it, unless we went through the Phase II funding (based on ownership), so Chuck Oldsen checked with County Purchasing and then wrote up a specification for which the County wrote up a purchase order. The movie will be prepared within the next 90 days. There will be an overview of the treatment plant site to acquaint people with the location, to be taken by heli- copter. It may be necessary to rent a helicopter, but the County airport might be able to help out. To rent, it would be approximately $85 an hour. Movie will also include flow diagram and drawing showing 6 agencies, then show site on map. Treatment project upgrading (Phase III) is now grant-eligible. Plan of procedure was submitted on time to the State. Approval letter from them is ready for signature and everything is now ready for moving ahead. It was suggested that a staff meeting be held between Brown and Caldwell • and all member agency staff to review where we are in terms of preliminary steps. Date was set for Thursday, August 29 at 9:00 at Encina. Subcommittee meetings to discuss JAC organization have been very success- ful, with excellent suggestions being offered. The conclusion was reached that none of the committee members had the time necessary to do the proper research. To achieve that end in an intelligent way, JAC should hire a consulting firm and then get a report. The Chairman suggested that the subcommittee be given the authority to look into the hiring of a consulting firm (pay to be in the neighborhood of $3-5,000); the study answers would be projected into infinity. This would not be an engineer- ing study, but a management study. With a maximum of $5,000, the special Joint Advisory Conunittee August 21, 1974 Page 3 6. Other Business, cont'jd. studies section in the budget could provide the money. Mr. Pressman suggested that JAC formulate in writing a specific proposal and identify those things it wants a firm to do, also make a recommendation that one entity contract with a firm for a maximum amount of money. Motion passed (Chase-Zapotocky) that JAC authorize the subcommittee to prepare a formal request for proposal, communicate with consultants and review proposals to perform work as outlined in the subcommittee's memorandum report.
