Minutes were approved as read.
Operation and Maintenance Reports
Chuck Oldsen introduced Jim Frandsen, who would be substituting for
Chuck at next month's meeting.
Leucadia and Encinitas have been added to the entry gate sign.
also noted that the operators of the plant have new uniforms.
It was
Laboratory activity has been carried out at San Elijo and an outside
lab temporarily. Burroughs industrial waste was in conformance except
for one sampling. Burroughs has made a proposal regarding upgrading
of their discharge; the County is reviewing the proposal.
The foaming problem with the digester is still occurring. Odor complaints
have also been received. When the new digester is in operation, the
digester will be de-watered and cleaned.
Flow record reports show that daily average flow has gone up to 7.0 MGD,
which is an all-time high; Carlsbad showed the greatest increase.
Cost report for first two months did not include utilities cost for the
pump stations and treatment facility. Totals are below pro-rated budget.
Carlsbad and Leucadia provided most of the new connections in the monthly
flow projections.
Progress Report on Construction
Phase II is 76% complete; Phase IIA is 55% complete. The strike is still
continuing and paving has been held up, along with any concrete delivery.

The boiler is in place and being worked on now. The lab is nearly
ready for use.
4. Progress on Phase III
A letter was received from the State Division of Water Quality dated
August 19, 1974 stating that they had received our plan of study and
had approved the plan with modifications as noted. It was related
that tomorrow, September 19,. the State representative and staff, along
with an EPA representative would meet to talk about eligibility, etc.
Eric Mische of Brown and Caldwell will be the project manager of the
plan for Phase III. He gave a brief idea of the proce6ses which have
to be gone through, including a staff meeting to discuss the projected
population and projected flows from each agency. The approaches to the
problem must be made from the point of reality as well as in terms of
reality with regards to grant eligibility.
5. Report by Special JAC Subcommittee
The subcommittee met, and their action was to appoint Ron Beckman and
Jack Kubota to redraft the letter that was composed originally and
send it out with specifications for a management study to several firms
of their choosing. They were to proceed on a schedule that would provide,
at the next JAC meeting, a recommendation from the subcommittee for JAC
as to which firm would be recommended and a cost recommendation. There
will be one more subcommittee meeting this month when the reports are
received, in order to decide on a firm.
6. Audit of FY 73-74 Encina Operation Budget
Tim Flanagan advised that, last year, the audit was done by Wayne Carroll
of Carroll and Brantley. He requested permission to hire the same firm
at a price not to exceed $1,000. Motion (Dominguez-McKay) carried.
7. Other Business
No pictures have been taken for the movie about the Facility because of
the strike and the plant being untidy. A rough outline has been prepared
and a draft is now being written of the narrative. The movie is not
expected to be completed in less than 2-3 months.
Chuck Oldsen related that Vista and Carlsbad had hired a consultant,
Brown and Caldwell, to increase the capacity of the Buena Vista pump
station, to complete paralleling of the existing force main and increase
the capacity of the Agua Hedionda pump station. Projects have been in .
planning for a long time, and do not directly relate to the other owners.
Construction will be starting in March of next year. A project report
has been prepared. The question of the project engineer preparing the
environmental report was raised by Vista, as this is prohibited by their
ordinances. The attorney for Vista advised he would check into the matter,

8. Set Date for Next Meeting
Next meeting was set for October 16, 1974.
