Minutes of November 20 Meeting
The minutes of the November 20 meeting were approved as submitted.
Operations and Maintenance Reports
The investigation of CETA requested by Mr. Zapotocky revealed that
the PEP program and New Careers have been superseded by the Regional
Employment and Training Consortium (RETC) as Phase I and by the
Comprehensive Employment Training Act (CETA) as Phase II of the
program. More funds are being put into these programs by Washington
and there should be enough for Encina to get the help it needs.
Industrial waste monitoring during the month revealed that everyone
was in conformance.
The County received a letter from Carlsbad advising that Carlsbad
wished to remain the same with regard to the new industrial waste
ordinance introduced by the County. Ron Beckman explained that,
although the proposed ordinance would allow a degree of uniformity,
Carlsbad has had no problems so far with enforcement and decided not
to change. Gary Decker related that their idea was to start working
with the member agencies and his impression was that there was a
favorable attitude toward the proposed ordinance. However, if one
agency declined to adopt the ordinance and others decided to adopt
it, they questioned the uniformity of control. Paul Pressman said
that the County Counsel's concern was real; however, if a difficult

situation did arise, the County should be able to call out the local
jurisdiction for control. After considerable discussion, motion
passed (Hanson-Dominguez) that the matter be tabled until after the
independent management study has been completed and submitted to the
Joint Advisory Committee. Mr. Oldsen wished to make it clear that
this matter had to do with enforcement, not management of the system.
Other maintenance items were listed.
Flow record report for Carlsbad was estimated at 2.1 because the
plant meter had not been in service because of construction and
difficulties in meter man getting new meter back into service.
Leucadia's flow was down some because of problems with pumping
system. The flow was about equal to the previous month overall.
O&M costs were quite different figures than last month; Chuck Oldsen
refigured the totals and the new figures are below the pro-rated
budget.
3. Existing and Projected Flows
The growth in the entire area is considerably less than one year ago.
4. Presentation by LAFCO Executive Officer
Skip Schmidt of LAFCO introduced two staff members he had brought
with him and then put up a map of the Joint System that he had
colored in with three future annexations to joint system members.
He expressed his concern over the amount of people that would be
served by the joint system owners in these new annexations and the
impact they would have on the system. One annexation was to Carlsbad,
one to Vista and one to San Marcos; he left the map with the staff
for their information.
5. List of Joint System O&M Staff
Mr. Oldsen presented a list of the staff that operates the specific
pump stations, meter stations, and Encina itself, with titles and
specific job descriptions for the information of the system members.
6. Report on Request by Leucadia and Encinitas
A memorandum from the Facilities Operation Division of the County
was gone over by Mr. Oldsen, where the staff advised that the early
connection by Leucadia would be satisfactory, providing that Leucadia
maintained their plants in working order. Paul Pressman advised that

6. Report on Request by Leucadia and Encinitas
the 5th Supplement revealed that Leucadia and Encinitas did not have
capacity in the plant until the completion of Phase II and IIA except
for a temporary connection agreement with Leucadia. After discussion
of the pros and cons of another amendment to the 5th Supplement and
the precedent that might be set by allowing Leucadia to come 'on line
prior to completion of the expansion, motion passed (Dominguez-
Zapotocky) to direct Counsel to draw up a new amendment to the 5th
Supplement for review of the respective agencies for providing
Encinitas and Leucadia with an extended interim period.
7. Report on Progress of Construction
Phase II was 93% complete and IIA was 84% complete at the time of
the report. The effluent was in conformance with established
standards of the Regional Water Quality Control Board.
8. Report on Laboratory Heating & Ventilating Control Panel
A letter from Brown and Caldwell related that the heat control in
the laboratory was very important in order to maintain a constant
temperature vital to the tests carried out.
9. Progress Report on Phase III
Eric Mische related that no major developments had taken place in
the last month. They were proceeding with the preliminary engineering
design of various alternatives. By the middle of next month, they
should have a handle on recommended processes and costs associated
with them.
10. Oceanside's Letter Request to Join Encina
A meeting was held between Oceanside, Vista and Carlsbad as per Ron
Beckman, to talk about Oceanside's request. Ron related to Al Ruden
that the joint members were not necessarily happy with the idea of
providing plant capacity to Oceanside. However, an alternate solution
could be worked out between Vista and Oceanside with an exchange of
capacity within their drainage areas.
11. Report on "Independent Management Study"
The agreement for the management study has been prepared and distri-
buted to the members for their review. Questions on the agreement
were answered by Paul Pressman and Ron Beckman. „

12. Other Business
Motion passed (Arnold-McKay) that the meeting date be changed to the
fourth Wednesday of each month.
Motion passed (Zapotocky-Schneider) that Ed Stiles be chairman for
next year.
