Operations and Maintenance Reports The flow meter is finally getting into shape; however, the collector chains have been having problems due to the increased load. Labora- tory activities have been carried on with more lab monitoring by the .State anticipated in the near future. Burroughs has responded with a plan to upgrade their wastewater system with literally no wastewater. In San Marcos, Napp Industries had a faulty instrument which allowed chromium to be discharged into the system in greater amounts than allowable. Other staff comments on industrial waste were included in the packet received by those in attendance . Recorded rainfall for the month was .2 inches. There is a new form . for the cost accounting record which includes Leucadia and Encinitas. 3. Review of Existing and Projected Flows There were a total of 125 new connections for the month. Encinitas1 flow was only for 8 days, but was calculated out as if it had been for the entire month. 4. Report of Progress on Phase II and IIA Completion of the expansion remains about the same with II at 94% and IIA at 85%. Report of Progress on Phase II and IIA, cont'd. equipment on hand by mid-March to start installing. However, the fifth tank is still far down the road with regards to completion. Landscaping around the plant is being taken care of now. 5. Review of Proposed "Fourth Supplement to Interim Leucadia Agreement" The request was discussed at length at the last meeting. It was requested, by Leucadia, that the most recent supplement be approved, extending the agreement to July 1, 1976 with the penalty being waived. It was moved (Zapotocky-Mahr) that JAC approve the proposed agreement that provides for $100 a day penalty after July 1, 1976. Motion passed. When the attorney sends everyone the final draft of the agreement, he will add Encinitas to the agreement. 6. Progress Report on Phase III Eric Mische of Brown and Caldwell reported on the meeting with the technical staff that was held February 11, 1975 where the methodology and alternatives to the plan were presented. After that meeting, Harris Zeitzew met with member agencies regarding cost financing. Eric reviewed implementation scheduling, a chart on the schedule having been distri- buted to those in attendance. He related that a statement has to be made with regard to the EIR, either the project will have detrimental effects on air quality, but the water quality problems override them, or that the project will not have any detrimental effects on air quality. This statement should be made by Vista prior to the public hearing on the project. The cost figures in current day prices were estimated at $22.9 million. 7. Report on Review of Fee Structure for Septic Tank Haulers A letter was prepared by staff at the County on the discharge of septage, recommending an increase in fees. The amount of discharge . is down by record from 1973, but taken into consideration for the new rates was the added inspection salary of 2 man-months for the .entire year. The entire Rule and Regulation regarding septic tank dischargers was given to everyone for their information. Two basic changes were made in the rule with the new rates: an address change for the County, and the fee structure. The new rates will start at the beginning of next fiscal year. Motion (Zapotocky-Mahr) approving the revised fee schedule passed. 8. Report on "Independent Management Study" John Spear of the Maynard Co., known to most in attendance, related that he was beginning to see the end of data collecting activities and the beginning of analyzing and formulating their idea of how the organization should be changed. He commented on the excellent cooper- ation he had received from all member agencies, but inquired if the w Joint Advisory Committee February 26, 1975 Page Three 8. Report on "Independent Management Study", cont'd. discussion of their recommendations prior to the final report should be done with JAC or only with the subcommittee. It was decided that he should review their recommendations with the subcommittee, and a meeting will be set up in the next two or three weeks with them. He wanted to be able to present the final report at the March 26 JAC meeting. 9. Proposed Final Review of New Joint System Map Everyone was given a final look at the Joint System map for any additions or corrections. San Marcos advised that they will be having a new annexation soon, but they will have to wait until LAFCO has a hearing before they add the area to their map. It was decided that the final map distribution would be held off until the boundaries of San Marcos have become firm, as the map could not be considered a major priority at this time. It was also asked that the Coastal Zone boundaries be added to the map. 10. Other Business A status report on the film revealed that not all the comments on the narrative were back yet. Another wait on the finishing .of the film was for the landscaping of the plant to be finished. . The County requested that, when Encinitas and Leucadia finally close down their plants, they not put digested sludge down the sewer line. 'Ed Stile's moustache was welcomed to the JAC.
