1. Minutes of 26 February, 1975 Meeting
After several questions by Stan Mahr, the minutes were approved as
submitted.
2. Consideration of Oceanside Request to Extend Temporary Conn. Agreement
Al Ruden of Oceanside asked to go beyond July 1, 1975 with their
temporary connection agreement. He explained that their contract
would be awarded that day for the pump station, and that construction
would be complete in 210 days. He requested an indefinite extension
of the agreement, as they did not think that they would need a full
year. Chuck Oldsen advised that their continued flow would not do
any harm to the plant. Motion (Zapotocky-Chase) passed that the
City of Oceanside's request for an indefinite extension of their
temporary connection be approved, provided there be a termination
clause in the agreement to read "upon the completion of the Oceanside
Buena Vista pump station". Further, the attorney was instructed to
prepare the proper document.
3. Operations and Maintenance Reports
The flow meter was still not quite what it should be, and the design
engineer, Brown and Caldwell, and the manufacturing company, BIF,
were requested to resolve the matter. A series of odor complaints
from Lanikai mobile home park prompted investigation by Carlsbad.
In the lab, a jar of ketone started a small fire that caused approxi-
mately $100 damage.
Problems were found in the Beckman industrial waste system; the County
is spending more time reviewing their system and talking to them in
greater depth. Singer-Kearfott has been working on a pH recording
system that is not yet operational. Burroughs had a heavy metals
discharge (copper) twice during February." They hope that all these
problems will be cleared up by the end of next year.

Grease levels in the plant have been going up, resulting in problems
with the centrifuge.
Cost accounting indicates no serious cost situations. Most budget
items are lagging behind for normal reasons and due to the fact that
there are less than a normal amount of personnel at the plant.
4. Review of Existing and Projected Flows
Vista had the largest number of connections with a total of 73 over-
all. Growth rate is down from what it had been.
5. Progress Report on Phase II and IIA
To sum up, Phase II sedimentation tank #4 is missing the main drive
shaft and sprocket, plus skimmer. The tank will- be ready to go by
May 1. Phase IIA calls for bar screen to be installed, and it is
due to be shipped in the next few days. It will be ready to go about
the same time as tank #4.
Sedimentation tank #5 equipment will be shipped during April and will
be ready to go about June 15.
6. Progress Report on Phase III
Eric Mische advised that he had received a letter from CPO acknow-
ledging receipt of Phase III EIS. George Reem of CPO thought they
would be recommending that the entire board review the application.
Brown and Caldwell has sent copies of the documents to each agency
for their consideration. Each agency should make a point that the
constituents in their district are aware of the project and upgrading.
It was requested by most of the agencies that Eric be available to
come and'speak to their respective boards regarding the project.
7. Preliminary Budget for FY 1975-76
Staff of the respective agencies met on March 14 to review budget.
The first three pages were 75-76 and then following was this year's
budget for comparison. The County was requesting input by April so
that by May the final budget could be presented. Some discrepancies
were detected in the preliminary budget, also the addition of Ocean-
side's revenue would change the budget. Mr. Oldsen would have the
errors corrected and send out new copies to all agencies. George
Long distributed sheets comparing costs from this year to next year's
projected costs.
8. Report on "Independent Management Study"
John Spear of H.B. Maynard and Co. reported that, on March 14, the

staffs of the respective agencies met with him to review the findings
and recommendations of their report with the subcommittee. No major
changes were made, but additional information was included. He made
a presentation of the findings of the report and their recommendations
and gave copies of the report to Carlsbad for their distribution to
the agencies. Motion (Chase-Hanson) passed to accept the report as
presented to give to the respective entities.
9. Review of Agency Approvals of Leucadia's "Fourth Supplement"
Buena has accepted the supplement; Vista will this month; Carlsbad
has accepted, as well as Leucadia and San Marcos. Please send your
original signed agreements to Carlsbad so that the agreement may be
conformed and copies sent to all.
10. Review of Joint System Map
The Coastal Zone had been added to the map and areas were colored in.
11. Other Business
Chuck Oldsen briefly outlined Section 208 of the Federal Water Pollu-
tion Control Amendment. There was a State Water Resources Control
Board hearing set to study the planning area and problems.
