1. Minutes of 26 March 1975 Meeting Review
Minutes of the March 26 meeting were approved as submitted.
2. Operations and Maintenance Reports
On Saturday, March 1, the operator found 13,000 gallons of sludge on
the parking lot. The spill was caused by the failure of a new coupling
on the raw sludge line.
Grit removal from the aeration tank hoppers was noted; a request was
made for everyone to use every precautionary measure possible to safe-
guard their systems from grit accumulation.
Beckman, Burroughs and Vista Meat Packers were monitored during the
month and their industrial waste discharges were found to be within
acceptable limits. The high grease analysis in the effluent is still
a problem, however. The maximum amount of grease and oil allowed is
50 ppm.
The flow record indicated almost 9 million gallons passed through the
system, for the highest flow ever recorded.
The budget amounts are still below the pro-rated totals, again because
of the understaffing at the plant.
3. Review of Existing and Projected Flows
There were only 31 new connections during the month of March; as a
comparison, in June of 1974, there were 453 new connections.
4. Report of Progress on Phase II and IIA
Very little work was done this past month; the main drive shaft and

other items have been shipped and delivery is expected soon. The bar
screen and electrical controls have been delivered.
5. Progress Report on Phase III
Chuck Oldsen related that a meeting has been set up for April 30 at
2:00 p.m. with CPO to discuss their questions on Phase III; this meeting
was rescheduled later in the month to May 1 at 9:30 a.m. The Environ-
mental Review Committee of Vista would like as many written comments
as possible for input from all interested groups or individuals.
6. Review of Preliminary Budget for FY 1975-76
The revised budget and further explanation as requested were mailed
to each agency several weeks before the meeting. The flow rate used
for Encinitas was not correct, as it was too small. Change will not
amount to that much difference in costs. Lew Chase asked that staff
and Chuck Oldsen meet to discuss the manning problem of the facility.
Meeting was set for May 8 at 9:00 a.m. at the plant. (also later in
the month rescheduled to 1:45 p.m. on the same day)
7. Report on "Independent Management Study"

Ron Beckman reported that Carlsbad had taken the approach of looking
over the management study with the Council members at a workshop session.
The next session was scheduled for May 13, then he would call a meeting
" of the Subcommittee to come up with a recommendation to the Joint Ad-
visory Committee as a whole. Hopefully, this recommendation will come
at the next meeting. Encinitas advised that their board had accepted
the report.
8. Other Business
Ron Beckman informed the Committee about the State Water Resources
Control Board public hearing on restricting sewer connections. The
hearing will be held in Los Angeles on May 12, 1975, and input was
requested from each agency in order to be prepared to answer all
questions. Ron was elected to go and represent the joint owners.
Ron further informed everyone that the Leucadia interim agreement was
ready to be conformed as soon as Leucadia sent him a signed copy of
the agreement. Continuing, he also talked about the APWA's one-number
utility notification system. Rather than finding out everyone necessary
to get an okay from in a right of way construction, you need only call
one number"and then every utility concerned will be notified from there.
Lew Chase asked about the boundary map and if" the boundaries were
service areas or jurisdictional boundaries-; a meeting was requested
between staff of Leucadia and Carlsbad.

The movie maker is all ready and is waiting to take pictures of the
plant when it is not so torn up. Motion passed (Chase-Kubota) that
Chuck Oldsen be instructed to tell our movie producer to proceed with
the movie.
Chuck Oldsen said that the opinion at the Section 208 Grant hearing
was that it was not necessary to make the San Diego area a 208 planning
area. The County felt it had not been fully informed on the subject;
the Board of Supervisors has not taken a position as yet.
George. Long asked for direction concerning the County's efforts to
bring current manpower levels up to programmed standards. The reason
for the question being uncertainty due to the pending action concerning
reorganization. Bill Dominguez stated, and the Committee concurred,
that County staff be directed to proceed with manning to meet current
requirements.
