Minutes of 23 April 1975 Meeting
The minutes of the April 23 meeting were approved as submitted.
Operations and Maintenance Reports
The septic tank haulage was the same as for this time last year. .The
primary digester will be cleaned as soon as the new digester is on line;
this will probably occur in the next several weeks.
There has been trouble with grease and suspended solids because the
sewage is going through only three sedimentation tanks. The flow from
Leucadia and Encinitas has a direct effect on this problem, and the two
agencies were reminded that they are to maintain their treatment plants
in stand-by condition in the event they are asked to divert their dis-
charge to their own facilities.
Singer-Kearfott is installing a monitoring station and manual testing
will be necessary. Samples indicating that pH and copper levels were
acceptable. Beckman was noted for pH violations, and then it was
discovered that samples were taken before the levels had been adjusted.
Existing and Projected Flows
The flow report showed 9 MGD passing through the plant; there was quite
a bit of rain during April. Vista's flow w^ent down, as well as San
Marcos'. Leucadia is not using their interim connection line now at
all. Their agreement with the golf course is now, in interim stages.

problem and to place the item on the agenda. Mr. Frandsen went over
his report, wherein it was stated that he investigated the area on
May 13. He related that one area of odor was from a field south of
the plant where a farmer had spread chicken manure on his field. The
next most important cause was the Ponto pump station and siphon. Carlsbad
Encinitas and Leucadia will be looking into this problem and correcting
it. Another problem area was in the pre-treatment vorks area, mainly
from dumping of the septic tank haulers. The centrifuge area also needs
work, but a more serious problem was in the sludge bed area since the
addition of flow from Leucadia and Encinitas. During the last rains,
a lot of sludge did not dry, and blue-green algae grew in it and then
died. The men at the plant have been pulling sludge out of the area
and moving the storage areas of sludge. The addition of the third
digester will help considerably in the sludge problem.
5. Progress Report on Phase II and'IIA
• Phase II is 96% complete; IIA 86%. The head shaft is still missing,
but Weardco located it in New Jersey. It appears that sedimentation
tank #4 will be on line by the next meeting.
6. Report on Phase III Upgrading and Enlargement
An extremely tentative schedule was included in the agenda packet of
the processes involved in Phase III. The State has responded in a
preliminary way to the eligibility of Phase III, and a response will
be prepared to their judgement. A staff meeting had been held in
which the technical aspects of Phase III were reviewed.
There was considerable discussion of revisions to the time table, with
the Attorney suggesting that the approval of the agencies of the project
be moved up in time. It was finally moved (Dominguez-Dunne) that JAC
seek approval from the respective bodies as soon as a response is had
from the State Water Resources Control Board and we have definitive
information on what factors w.ill affect the processing of the Phase
III expansion of the Encina Water Pollution Control Facility. Motion
passed. .
7. • Final Review of Budget for FY 1975-76
Last month, it was requested that staff meet to discuss the manning
problem at the facility and its impact on next year's budget. Staff
met and received the operator's report recommending three additional
operators and a full-time gardener, which would be an increase of
$60,000. This amount had been added, into the budget. The percentages
across 10, 11 and 17 were changed because of a re-evaluation of Encinitas'
flow meter. Motion passed (Hanson-Dunne) to approve the budget.

8. Report on "Independent Management Study"
For purposes of final payment to the consultant, motion passed (Beckman-
McKay) that the report be accepted for payment. Carlsbad's Council met
to-discuss the issue and has not concluded their discussion. No meeting
has been scheduled with the Subcommittee as yet.
9. Letter from City of San Marcos re; Annexation
The Planning Director of the City of San Marcos, David Valeska, had
a map exhibit and reviewed the drainage boundaries of the Byron White
annexation. He was asking for an official position from JAC regarding
sewer service to the Encina treatment plant. Their alternatives were
either to have Encina expand San Marcos' service area or use on-site
disposal. Mr. McKay related that LAFCO feels the six owners should
be able to guarantee sewage to all of their service areas. He did not
feel this was necessarily so', but was requesting that the owners either
allow or deny San Marcos the expansion of their own service area in the
. lower quadrant. Motion passed (Schneider-Zapotocky) that JAC approve
the San Marcos request for the annexation of that piece of property
and that the Counsel be directed to draw up the necessary papers to be
sent to all the boards. It was further moved and passed (Dominguez-
Mahr) that the new service area map, as posted on the treatment plant
wall, be considered as Exhibit. A for adoption by JAC as a supplement
to this new agreement.
10. Other Business
Ed Stiles, chairman of the Insurance Committee, asked if Carlsbad was
handling the insurance. With the "no" answer he received, motion passed
(Schneider-Dunne) that Ed Stiles remain Chairman of the Insurance Committee
A public hearing notice from EPA on municipal waste treatment grants
was read by Bill Dominguez. The hearing for our area was scheduled
for June 19 in San Francisco. Motion passed (Dominguez-VanSickle) that
JAC take an action to send a representative to the hearing or.prepare
a written statement to be filed as a matter of record at the hearing,
as well as each agency filing an individual statement.
The staff trip to the Stockton area was discussed. Motion passed (Beck-
man-Zapotocky) to authorize the Administrator to expend funds from the
individual agency accounts as necessary to pay for the agency represen-
tative's lodging expenses and share of car rental costs for the treat-
ment plant field trip on May 29 and 30, 1975.

Mr. Beckman further requested, in the form of a motion (Beckman-Dominguez).
that the County, in its capacity as operator, use appropriate personnel
as they would deem necessary, to present to JAC a report on the conformance.
with Cal-OSHA at the plant and facilities and, if necessary, a schedule
for conformance. Motion passed.
