Minutes of 24 September The minutes of the September 24 meeting were approved as submitted. 2. Operations and Maintenance Reports The digester situation is not a great deal different than it was last month. All the raw sludge is going into #3. There was a foaming problem where sludge was showing on top of the roof, but a spray system was installed to help the problem. The new gas mixer failed but has been put back into operation. Analysis showed compliance of effluent with standards. Odor problems were spelled out in the written narrative. One complaint was registered during the month. The interviews for the last three employees to be hired will be held during the. week of October 20. Efforts were being made to trace the sulphide odors at the plant and various sewer lines. The indication was that the sulphides were coming from the Encinitas-Leucadia direction. This problem was more fully covered later in the meeting. Beckman was within acceptable limits with regards to industrial waste testing. Burroughs is still awaiting funding approval from their home office for their zero dis- charge system. They may need a little prodding to get them on their way. The flow report showed 8 million gallons came into the plant. Most of the agencies' flows were down. The meters at the Encinitas and Leucadia pump stations have not been working since they were turned on; San Marcos hasn't been having very good luck with their meters, either. . Joint Advisory Committee October 15, 1975 Page Two 2. Operations and Maintenance Reports, cont'd. The pro-rated budget was generally above costs to date. 3. Existing and Projected Flows 119 new connections were recorded, which is considerably below what the projection shows for the next six months. 4. • Report on Alternative Method for Disposal of Sludge San Diego Fertilizer Co. was contacted and they are considering making a preliminary proposal. 5. Report on Treatment Costs of Sludge from LCWD Chuck Oldsen reviewed the written report included in the narrative. The plant operators would prefer not to have the sludge sent to the plant at this time, or to defer receipt of the sludge until the digestion system is back in a normal manner. Leucadia concurred with Chuck's estimate of loadings and the cost analysis. However, they asked to be allowed to continue to operate their treatment plant and discharge secondary sludge at the rate of 50-75,000 gallons per day. They feel the long detention times in their own system contribute to the sulphide problem. Lew Chase felt that the arrangement had been to utilize this system on a temporary basis while Leucadia maintained their plant in useable condition. He also felt that the joint owners were obligated to go along with their operator's recommendations, and that, at the next meeting, we should make a determination if we need to cut off the input from Leucadia's plant to eliminate the odors emanating from the Encina plant. In relation to the odor problem, a discussion followed on the septage haulers and their role in the problem. Motion passed (Dominguez-Dunne) to refer to staff the recommendation that septage haulers' discharge at Encina be discontinued for a trial period of 3 months to ascertain if such a discontinuance would be helpful in alleviating the odor problems at the plant; if the County felt the need to give 30 days notice to the haulers before the next meeting, to go ahead and do so. The San Marcos Training Facility operated by the State is handling 3-4,000 gallons per day and this sludge has been coming into the Encina plant for over three years at no charge. Chuck Oldsen felt that, to be fair to all concerned, there should be recognition and a charge made for the sludge treated at the plant. Motion passed (Chase-Dominguez) that staff report on the training facility disposal at the next meeting. 6. Progress Report on Phase II and IIA There has been no work done this past month.. Progress Report on Phase II and JIA, cont'd. #5 equipment is awaiting delivery except for the drive unit and sprockets and shafts, which have been shipped. 7. Progress Report on Phase III On September 29, staff met with the State evaluators on the plant site to go over some items that the State was questioning. Chuck received a verbal confirmation that the covers would be grant-eligible. There will be a single letter recognizing the items accepted, the grant-eligible percentage and any conditions. EPA does not agree with State Parks and Recreation's condition on a complete archeological overview of the entire service area. It would satisfy EPA if we only identified the national historical sites in the area. The concept approval letter should be coming this month and then we will get step 2 approval for design. However, the Coastal Zone permit must be received first; this will be sent in this week. 8. Draft Condition Proposed by State Air Resources Board The draft condition letter had previously been sent to each agency for their review. Chuck Oldsen made two suggestions for change of the wording in the letter; in Item 1, to change State Water Resources Control Board to Regional WRCB, and to change 13.55 mgd to 13.75 mgd. He recommended acceptance of the condition with those changes. After a discussion, motion passed (Chase-Dunne) to add the words "within its statutory authority" to Item 2 as well as the changes suggested by Chuck. 9. Report on "Independent Management Study Subcommittee" Ron Beckman reported no change in status since last month. All agencies reported they had received direction from their respective boards, so a meeting was set for Friday, October 31 at noon at the Twin Inns in Carlsbad. 10. Set Date for Next Meeting Next meeting was set for November 26, 1975. Respectfully submitted,
