Skotnicki Ruth Honnold Minutes of 15 October Meeting With the correction on page 2 of the flow from the San Marcos Training Facility to 3-400,000 gallons per day, the minutes were approved as submitted. Operations and Maintenance Report There were no formal odor complaints received this past month; however, there was some odor because of the foaming problem with the digester. .Three new sewage treatment plant operator trainees reported to work on October 1. Sulphide testing revealed that there was a sulphide production problem in the San Marcos outfall. Leucadia and Encinitas have been taking action on their sulphide production problem also. Bids were opened last month for cleaning of the digester and were found to be too high; it is possible that the estimate made last year ($18,000) was too low. Landscaping is now being carried out for the tree screen on the freeway side of the plant. A concrete wall was removed from #2 influent structure that was obstructing flow from Leucadia and Encinitas and causing a sulphide problem. There was also a problem with the new disintegrator. All industries inspected for industrial waste were found to be in compliance. Funds have been approved for the zero flow system at Burroughs; this project will be about a year late, but their flow has been in compliance. On the flow report, cross out the asterisk by Vista and Buena; their flows were measured. Costs are below pro-rated budget, but budget expenditures seen for the near future wj11.bring the budget into line soon. Joint Advisory Committee November 26, 1975 Page Two 2. Operations and Maintenance Report, cont'd. Also included in this section was the report on septage haulers given by Gary Decker. The report was based on haulers with their businesses within the joint system. About half of the trips come in from areas outside of our system. On the report, the written portion that showed solids impact on Encina in the amount of 45% should be 4.5%. The conclusion reached was that septage haulers should be allowed to continue discharging at Encina. More restrictive dumping procedures could help eliminate odor problems; also, alternate sites could be developed nearby but further to the south. It was suggested that an economic action be taken against violating haulers rather than stopping them from dumping at the plant. The question of enforcement was also brought up. After considerable discussion, motion passed (Dunne-Dominguez) that the operator's recommendations #2 and 3 be reported on further at the next meeting, with cost factors included with regard to enforcement. A.further motion passed (Dominguez- Chase) that the operator's recommendations #4 and 5 be referred to Counsel and staff for development of specific recommendations. Finally, motion passed (Chase-Hanson) that recommendation #1 be deferred until JAC has the answers to the other questions. 3. Review of Existing and Projected Flows Vista had the largest number of connections; San Marcos and Encinitas had none, for a total of 126 overall (note change made on flow report). 4. Reports by Leucadia, Encinitas & San Marcos on Hydrogen Sulphide Problem Leucadia distributed a letter to everyone outlining the five steps they had taken in abatement measures. They feel that they have the situation under control now and will be able to take care of it. They are planning on putting in a permanent air injection system at the Saxony wet well. Encinitas has advised their engineer that, if need be, they will inject air into their system. At the next meeting, the operator will have more on the Ponto pump station. San Marcos is setting up facilities for gas feeding at their #2 facility; they are unable to inject air into their system. At the present time, they are starting to add chlorine. Carlsbad advised that they will be checking on the Occidental problem brought out by Leucadia's report. Motion passed (Chase-Schneider) that Leucadia be allowed to continue dumping their sludge in order to keep their plant active. Continued monitoring will be accomplished. 5. Alternative Method for Disposal of Digested Sludge The County has been in further contact with Mr. Hartunian of the San Diego Fertilizer Co. after learning that the City of Escondido was interested in disposal of sludge from their new plant. Mr. Hartunian was approached with a proposal regarding establishing a sludge processing facility in the North County area. At this time, Mr. Hartunian is . It may take a few months before there is a concrete proposal; his product liability insurance would cover the project. Insurance for selling sludge ourselves would be $250-300 per year, if we could find an insurance company to take us on.. 6. Sludge Discharge from the San Marcos Training Center Treatment Plant All the sludge from the training center is ending up at Encina; how- ever, they will activate their aerobic digester which will eliminate any activated sludge coming into the plant. They will also be pumping primary sludge more frequently to decrease any odor nuisances. 7. Construction Progress on Phase II and IIA Sedimentation tank 5 equipment has been delivered and the contractor is working on assembling the equipment. Everything should be in operation by the next meeting. Contractor is also working on the incomplete items so that, by the end of the year, all the work will be finished. 8. Progress Report on Phase III The Coastal Commission had a hearing on Phase III. In two weeks, it may be voted on. However, State Fish and Game Department will now have to re-review the project because we are altering the stream course. The Coastal Commission may not act on the application until the Fish and Game review is complete. We have also been required by State Parks and Recreation to make an archeological overview of the entire area. The County Archeologist, Gary Fink, will do the work at a cost of approximately $2,100. Two meetings were held with Brown and Caldwell on the contract design negotiations. Another meeting with the entire staff for a report on the results is scheduled for next Thursday at 2:00. Eric Mische advised that the average dry weather flow authorized was 13.55 mgd, the peak dry weather flow was 19.93 mgd, and the peak wet weather flow was 26.54 mgd. The weighted eligibility was figured to be 86.2% for the entire project. The local share would be approximately 25%. 9. Draft Condition Requested by State Air Resources Board The agreed-upon wording of the condition was typed up and sent to the Water Quality people. Larry Walker of the Water Resources Control Board was concerned with including item #2 in the concept approval letter; he thought it made them responsible for having us do the facilities program. A decision hasn't been made yet on how to handle this. Joint Advisory Committee November 26, 1975 Page Four 10. Report on Meeting of "Independent Management Study Subcommittee" Lew Chase reported that he had sent out to everyone his recap of the activities of the Subcommittee. He wanted some action taken today and reviewed the recommendations of the Subcommittee; namely, that a change of operator be accomplished as soon as possible; that the professional representatives, namely Jim McKay, Ron Beckman, Dick Hanson, Mark Schneider, Jack Kubota, Ed Stiles, Wayne Elliott and Paul Pressman, be instructed to provide a report"to the Subcommittee for the construction prior to the January meeting of the Joint Advisory Committee, said report to include recommended level of manning of the plant, the recommended method of management, the recommended special functions needed from the County, the recommended changes in joint powers agreements to accommodate the above, and the cost savings or increase to be expected from the change. This was put in the form of a motion (Chase-Schneider) that the recommendations of the Subcommittee be adopted by the Joint Advisory Committee, and the motion passed. In a meeting with Dave Spear and Lee Taylor, the Subcommittee was advised that a change should be made, that the County would be there to help out in the change and that the County would help out with regard to special services. It was also indicated that County overhead costs would not go down, but would continue to go up. 11. Preliminary Report on Leucadia Interim Agreement The Leucadia agreement from 1970 was based on a wastewater flow to average 300,000 gallons per day. Their flows have exceeded that average and more costs are being experienced by Leucadia. A report will be presented in December on the findings of a meeting to be held next week. This report will also define the amount of money and how it would be paid out to the various owners. 12. Request by Administrator to Recycle JAC Meeting Tapes It was felt that it was not the best business practice to keep tapes forever and an opinion was requested of the General Counsel. He basically said to do whatever the Administrator wanted. Therefore, unless there were objections, Carlsbad will keep tapes for a year behind the current fiscal year. Motion passed (Chase-McKay) that tapes be kept for a period of one year. 13. Other Business Additional insurance coverage for new equipment and construction is still being studied by the insurance company in order to come up with an amount for the premium. A further question on liability was posed by the Chairman regarding sewage backing up in a particular owner's system. After a discussion, the question was resolved. Lew Chase asked that meetings be held in the Carlsbad Council Chambers due to the crowded conditions at Encina.
