1. Minutes of 31 December Meeting
The minutes of the December 31 meeting were approved as submitted.
2. Presentation of JAC Audit for FY 1974-75
Wayne Carroll was present and briefly reviewed the items that had been
questioned, account WPCF 70 and insurance distribution. He asked that
the Administrator do the bookkeeping during the year on the JAC accounts,
so that he would not have to do so before' he was able to begin his audit.
He said he would be more than happy to assist Carlsbad's Finance Dept.
in the preparation of the system. The audit was approved (Dunne-Mahr)
as submitted.
3. Operations and Maintenance Report
Bids for the digester cleaning were opened; low bid was from Don Hubbard
at approximately $25,000, which included dumping fees. The dumping was
to be accomplished at the Ecke Ranch. The contract was approved during,
the past week by the Board of Supervisors and the contractor is moving
ahead on the project.
No odor complaints were received during the month. A Brown and Caldwell
representative came to the plant to help resolve the digester situation.
Landscaping and clean-up work around the plant is almost completed. The
operator is now able to be doing preventative maintenance around the
plant', rather than fighting each disaster as it comes. Sedimentation
tanks #1 and 2 have had their screening devices completely Rehabilitated.
Burroughs' industrial waste was inspected; they are making progress in
their new system. Several other industries were also inspected, with
no violations found.

3. Operations and Maintenance Report, cont'd.
There was no significant change in the flow report. The Encinitas mag
meter is still being rehabilitated; their flows are down. The Oceanside
flow will be going up during the month of January.
Cost accounting showed we are about on budget.
4. Existing and Projected Flows
193 total new connections.
5. Continuing Report on Hydrogen Sulphide Problem
. Chuck Oldsen advised that there were 4 ppm of sulphides coming into the
plant at the discharge end of the Ponto siphon; a later measurement still
revealed a level of 2 ppm. Leucadia is continuing to monitor their,
sulphides. Encinitas has a consultant making an evaluation of their
entire system. San Marcos has added to the chlorine levels they are
putting into their system.
6. Progress Report on Phase II and IIA
A final inspection was made on Phases II and IIA; a punch list has been
provided to the contractor.
7. Progress Report on Phase III
The Sierra Club has appealed the permit issued by the Coastal Commission;
Tom Crandall has advised that it now goes into the-appeal process. The
Regional Commission's complete file will go to the State Commission and
we will be receiving a letter from the State outlining the procedure.
The entire process will take from 60 to 90 days. After considerable
discussion, motion passed (Mahr-Dunne) to give staff and counsel all
the authority that is needed to follow through on a response to the
appeal to the Coastal Commission, including the expenditure of necessary
funds to make appearances if and when required and for political repre-
sentatives if required.
8-. Report on Contract with Brown and Caldwell for Phase III
A draft of the contract was not available, because of new regulations
from EPA which will impact the consultant. More on this next month.
9. Independent Management Study Subcommittee Report
The Subcommittee met earlier in the month and the results were a report
summarizing action to date, possible courses of action and recommenda-
tions in a manner that could be taken to agencies for approval, after
approval by JAC. Motion passed (Zapotocky-Foo) to adopt the Subcommittee's
recommendations as outlined in the report dated January 27, 1976, with
the Attorney directed to prepare the necessary resolution for each agency
to act upon.

10. Other Business
Chuck Oldsen asked for direction on preparation of next year's budget.
It was suggested and then made in the form of a motion which passed
(Mahr-Dunne) that Ron Beckman meet with Chuck to prepare a work schedule
for the preparation of the budget.
Gary Decker advised that the fee schedule for septic tank haulers was
incoxrect and he distributed a new page to substitute for the incorrect
copy.
Dick Hanson asked that the Administrator make permanent seating arrange-
" ments and have name tags made up for the appropriate representatives
from each agency for the future. This was allowing for the time when
the public would be coming to the meetings and would facilitate their
knowledge of those in attendance at the meetings.
