Skotnicki, Lew Chase Ron Beckman, Wilda Varner Jack Filanc, David Ericks Richard Hanson, Stan VanSickle Jim McKay, Stan Mahr Bob Foo, Joseph Zapotocky Paul Pressman, Don Todd Chuck Oldsen Jay Smoot, Lynn Johnson Bob Gillette Lynn Hartford Diana Barich Jane Skotnicki, Ruth Hannold Liz Harris The purpose of the special meeting was to discuss a proposal made by the State Water Resources Control Board in an effort to obtain EPA's concept approval for the project. Jay Smoot, State Water Resources Control Board (SWRCB), outlined the project and its component parts including as part of the secondary treatment 4 biofliters and 4 secondary clarifiers. He re-iterated that with the present project the grant eligible capacity is 13.55 mgd. The proposal outlined by Mr. Smoot was to design and construct the project as proposed but deleting the fourth biofilter and the fourth secondary clarifier. All other elements of the project including piping and stubouts for the missing elements would be built as proposed. Mr. Smoot also discussed HR9560, a House bill which possibly could have eliminated the requirement for secondary treatment at existing plants on a case by case basis. This bill is presently in committee and it was pointed out that those provisions of the bill which might have eliminated the requirement for secondary have been removed and based on past history, once removed it is unlikely that these provisions could be reinserted in the bill. The only remaining impact this bill may have on us is the postponement of compliance date. Chuck Oldsen distributed a letter from Brown and Caldwell. The letter outlined project costs of the original project versus the modified project by SWRCB. Lynn Hartford of Brown & Caldwell discussed the letter and pointed out other facts that the cost of later installation of the biofilters and secondary clarifiers would result in an increased cost for those units of up to an additional 50%. It was pointed out during this discussion that a delay of two years would result in additional project cost of in excess of five and one half million dollars. Art Letter informed the committee of a meeting held recently between Dick Huff of CPO and Paul DeFalco, Regional 9 Director of EPA. It was Art Letter's impression chat there might be some modification of EPA'a position. If factual this modification would be made known within the next two weeks. CPO will be meeting again with EPA to discuss this subject. CPO will keep JAC advised of results. It was established that these meetings were a result of the letter sent to Paul DeFalco. After considerable discussion during which each entity outlined their position or possible positions. It was decided that each agency representative should discuss this matter with their respective boards. Motion passed (Skotnicki-Zapotocky) that the decision concerning JAC position be delayed until the regular meeting of June 23, 1976. Lynn Hartford suggested that Dick Huff, CPO, and Leonard Bertman, RWCB,be invited to the next meeting. Jay Smoot introduced Bob Gillett and Lynn Johnson.
