2. Minutes of April 28, 1976 Meeting.
Minutes were approved as submitted.
3. Operations & Maintenance Report
Operational problems are still being experienced with Digesters #1
and #3.
Weardco has continued to dispose of the few items that had not been
taken care of on the Phase II and IIA punch list.
Oceanside discontinued the temporary connection on April 13. They have
also paid all funds in full.
Chuck Oldsen explained the flooding problem which was caused by soil
erosion from the Winslow property north of the plant, Tim Flanagan,
City of Carlsbad, is working with the Winslows and Cal Trans in
trying to resolve the problem.
Industrial Waste inspections were performed in an effort to determine and
understand causes of foaming problem. Egg ranches, Kearfott Singer Corp.,
etc., were inspected. Chuck Oldsen reported that Roberts Irrigation was
inspected as a result of pink colored water running through the system.
Jim McKay explained that about a month ago a flower dying company
disposed their waste dye into the system. The only detriment that it
could cause to the system would be at the receiving waters. The problem
was resolved by the company agreeing to dispose of waste dye by hauling
it to Valley Center.
Buena Vista Pump Station was investigated to determine the source of
handiwipe rags which were causing operational problems to the pump.

Chuck Oldsen reported that Carlsbad was doing good on keeping on
top of the Industrial Waste permit issuances. It is felt that
more permits should be issued to conform with State and Federal
Regulations. Chuck informed that during the next months they will
be calling on Leucadia and Encinitas to point out establishments
that need permits.
Expenditures Report:
Vista Meter station is over on the O&M prorated total; Buena Vista
Pumping station is over approximately $2,200; Agua Hedionda is
stable; and Encina Outfall is under approximately $6,000.
Chuck Oldsen informed that JAC consulting is below budget. Due to
the necessity of new sprockets and chains for both sedimentary
#1 and #2 tanks, Chuck Oldsen requested permission to order these
items. The funds for these items would be appropriated by re-
arranging funds from JAC Consulting funds. The cost would be in the
order of $10,000. Motion passed (HANSON-VANSICKLE) that Chuck Oldsen
be allowed to order and purchase the sprockets and chains for the
two sedimentary tanks.
4. Review of Existing and Projected Flows
Chuck Oldsen advised that he will be revising this report with the
addition of a "Recorded Sub-Division Map" column.
5. Continuing Report on Hydrogen Sulphide Problem
There is a hydrogen sulphide build up in the Ponto Siphon. The
siphon was cleaned out to alleviate the build up. The inlets and
outlets were measured for hydrogen sulphide. The inlets registered
low; the outlets still registered a sulphide condition.
6. Progress Report on Phase III
This topic will be discussed at the next regular meeting of
June 23, 1976, as each agency representative is consulting with
their respective boards.
7. Progress Report on Proposed Budget for 1976-77.
Chuck Oldsen advised that there may be a 6% operating employee raise.
Because of this it appears that there will be approximately a $20,000
increase on the overall budget. A proposed final budget will be
mailed out upon completion for review.
8. Other Business
Chuck Oldsen advised that the gardener has left the employement of
EWPCF.
Ron Beckman reported that the information on the General Manager
position has been forwarded to the City Manager and Personnel
Director (City of Carlsbad). A. Skotnicki assured that JAC will
be represented in the selection process.
A. Skotnicki raised a question on the physical isolation of the
general manager by placing him in a mobil office outside the
main structure. A Discussion followed as to whether or not the
present building be modified to accomodate the general manager
or to purchase the mobil. Motion passed (DOMINGUEZ-SCHNEIDER)
to table the purchase of the mobil until a later date and to
use available funds for modification of the main structure to
accomodate the general manager.
Meeting adjourned to the Twin Inns for the presentation of a
plaque of appreciation to Dave Dunne.
