Jay Smoot, State Water Resources Control Board (SWRCB), discussed
the proposed concept approval draft regarding Phase III. The
review explained the pros and cons of proposing the project for
13.5 mgd rather than 18 mgd. Below is a chart compiled by
Jay Smoot in support of his proposal for JAC to approve the
concept approval letter.

Motion passed (SCHNEIDER-HANSON) (3 negative votes) to accept
concept approval letter to get the project underway.
Paul Pressman and Chuck Oldsen will draft a resolution so
that each entity may return to their respective boards for
approval of concept.
