Minutes of June 23, 1976 Meeting "inutes were approved with correction as follows: Change William Rucky to William Rucker 3. Operations & Maintenance Report Septage Hauling is down this month. An increase of septag'e hauling is anticipated due to Escondido's increase in fees. Williamson is a new company utilizing Encina facilities. Some Operational problems are still being experienced with Digesters #1 and #3. Chuck Oldsen reported that Digester #3 is foaming. The odor problem at the plant was quite prevalent this month. Mark Schneider suggested that an outside consul- tant look into the situation. Chuck advised that they have had contact with Engineering Science regarding the situation. Chuck recommended to wait a month at which time a consultant should be obtained if there is no change. Chuck Oldsen reported that they have advertised for bids on the collector chains. The lowest bid was $10,000 from Hitachi. It was found that the City of San Diego had a surplus of chains they were not going to use. By purchasing the chains from City of San Diego, there was a savings of $1,300. All sprockets and miscel- laneous parts will be purchased from Hitachi. Total cost will be approximately $8,400. Ron Beckman advised that a letter has been received from Hughes Aircraft indicating they immediately got on their low pH problem and corrected it. Flow Report: Encinitas is down; this is not an accurate report as they are having their meters recalibrated. Jim McKay reported their new meter is not operating at this time. Expenditure Report: Encina plant is over approximately $11,500. Accumulated Charges Report: This report will be revised as there will be no income from Leucadia and Oceanside to report. JAC and Special Staff Consulting Report: Buena amount of $12,400 is incorrect. 4. Review of Existing and Projected Flows There were 306 new connections as shown on the chart for June. 5. Report of Sulphide Condition The Plant Influent sulphide condition registers high. Ponto Siphon outlet ,once again registers high. It was suggested that some course of action be taken with Carlsbad, Encinitas, and Leucadia's upstream of and at the siphon. Dick Hanson reported Leucadia's sulphide problem has improved. Jim McKay reported San Marcos increased their chlorination dosage. 6. Progress Report on New Flow Meter by Brown & Caldwell The new propellar flow meter has been delivered. The installation is scheduled for August 2, 3, and 4. Weardco will -install the meter. Chuck'Oldsen suggested to wait until the meter has been operating for a while before costs are discussed with Brown & Caldwell. 7. Status Report on Encina Ocean Outfall At the request of Ed Stiles, Chuck Oldsen discussed the closing of the Encina Phase II project. A cost outline of funds was drawn up by .Jack Morien (included .in Agenda packet). The statement outlines expendi- tures, and the approximate amounts that will be distributed to each agency. Funds cannot be distributed until an audit is conducted. 8. Other Business Ed Stiles reported on insurance for this coming year. He advised that the present insurance carrier will not insure for "product liability" (sludge). Ed Stiles advised there may be a carrier that will insure for product liability. The results will be discussed at' the next meeting. Progress Report on Phase III Buena, Vista, and Carlsbad have passed the resolution concerning the Phase III project. Encinitas: Mark Schneider reported that Encinitas has not passed the resolution as only four board members were present to vote. Two voted yes, two abstained; they are awaiting the fifth vote. Progress Report On Phase III Con't Leucadia: Dick Hanson advised that Leucadia's board has not passed the resolution as they want more information. San Marcos: Jim McKay advised that San Marcos' Board of Directos have not passed the resolution. Apparently the Board feels they will be in need of additional capacity prior to 1980. There is some concern that JAC, by accepting the 13.5 mgd, may not strive as diligently for the 18mgd in a joint effort. The board would like some type of assurance from JAC that they intend to proceed as quickly as possible to construct the 18 mgd which would insure additional capacity for San Marcos. After a lengthy discussion, it was concluded that a delegation comprised 01" A. Skotnicki, Mark Schneider, and Lynn Johnson (SWRCB) would attend the board meetings at Leucadia on August 12, and San Marcos on August 2 in an attempt to clarify JAC's intentions regarding Phase III. Chuck Oldsen reported on a meeting between State Water Resources Control Board and Environmental Protection Agency regarding EPA's requirements. 1. EPA wants the applicant ("AC) to answer all the items they requested when they referred the grant certification back to the State for re- evaluation. 2. EPA is developing a new policy of mitigation for all projects in critical air basins. This will affect EWPCF. 3. EPA didn't believe that comments on the air aspects would be too difficult to respond to. Chuck Oldsen recommended to wait for this new air policy before answering the five page request.
