Minutes were approved as submitted.
Operations & Maintenance Report
Odors were quite prevalent in the month of July. Most of the
odors came from the ongoing problem from Digester #3. Chuck
Oldsen requested approval from JAC to obtain an outside con-
sultant to work with staff to try and resolve the problem.
The approximate cost of the consultant would be $500 to $1,000.
These charges would come out of O&M budget as an operating
problem. Three suggested consultants: Isadore Nusbaum, Lloyd
Hedlin, Dave Sullivan. Motion passed (SCHNEIDER-VanSICKLE)
to hire a consultant to help with the digester problem cost
not to exceed $1,000.
Illegal dumping into the Vista Public Sewer Systems was discussed.
It was advised that each agency ascertain whether or not they
have a local ordinance preventing illegal dumping. If not, it
would be advisable to adopt such an ordinance. Chuck Oldsen
will forward a copy of Buena's ordinance to each agency for
reference. Each agency was advised to check remote but
accessible manholes and to take steps which would preclude
illegal dumping into them.

Expenditure Report: Chuck Oldsen advised that the "Budget
Prorated Totals" are high in comparison to expenditures
because the expenditure period only went through July 23,
whereas prorated was for the entire month. Also not shown
on expenditures is the purchase of the new sedimentary tank
chain .
Report on Industrial Waste & Special Consulting Report: The
new report form was introduced at this meeting. Prorated
totals are also high here.
4. Review of Existing and Projected Flows
There were 257 new connections, as shown on the chart for July.
5. Report of Sulphide Condition
Ponto siphon outlet, Carlsbad, Encinitas, Leucadia's upstream,
San Marcos at vent structure, and Buena's upstream junction
with San Marcos all registered exceptionally high in sulphide.
All agencies concerned are aware of the problem and are working
on a solution.
6. Progress Report on Flow Meter by Brown & Caldwell
Chuck Oldsen reported the flow meter was installed early in
August. The meter recorder is yet to be installed.
7. Progress Report on Phase III Upgrading and Enlargement
Chuck Oldsen reported that EPA has not taken any action. He
advised that he spoke to Ray Walsh, State Water Resources
Control Board, who in turn spoke to Dick Cottingham, EPA.
Two meetings (August 19 and 24) were scheduled between the two.
Neither meeting materialized as EPA canceled. It appears that,
since Encina would have such an impact on other facilities, a
policy decision would have to be made by EPA. This decision
would be made by Frank Covington (EPA - Air Division) and
Sheila Predeville (EPA - Water Division) . It is not known
when this decision will take place.
Encinitas has passed the resolution regarding initial capacity
of 13.75 M.G.D. on Phase III project.
Leucadia is waiting for the representative from State to make
a presentation to their board before any action is taken.
Ron Beckman reported on the Revised Agreement with Brown &
Caldwell for design and engineering services associated with
Phase III project.

Much of the increase was due to inflation, but the biggest part was
due to revised EPA rules. Motion passed (McKAY-VanSICKLE) that the
revised agreement with Brown & Caldwell be accepted.
Paul Pressman advised that the only person affected by the "Local
Conflict of Interest" in conformance with Proposition 9 will be
Ed Stiles.
The hiring procedure for JAC General Manager was discussed. The
entire rating process will be handled by JAC with representatives
from each agency participating in the selection process.

The consensus of the JAC members was that, regardless of Carlsbad's
personnel procedures, JAC would like to ratify Mr. Bussey's final
selection for the General Manager. This suggestion will be con-
veyed to the City Manager.
During the course of the JAC meeting, representatives Frank Barone
and Steven Serfling from Solar Aqua Systems -made a presentation on
their project systems, commercially raising shrimp and utilizing
waste water for this purpose. Joe Zapotocky recommended that a
subcommittee be appointed to analyze the possibility of obtaining
a grant to implement an experimental plant and return with
recommendations to JAC. Aqua Solar System will be making a presen-
tation to the Vista Board on Wednesday, September 1, 1976 at 7:00 PM.
It was suggested that the subcommittee (a representative from each
agency) attend this presentation. Volunteers: Joe Zapotocky, Jack
Kubota, Jim McKay, Stanley Mahr, Dick Hanson, Ron Beckman.
Chuck Oldsen advised that he had written a letter to Ron Beckman
regarding capital purchases. The items that were not included in

the capital outlay list Ron felt should be approved by JAC were
a Gorman diaphram sludge pump and two lengths of hose. Motion
passed (SCHNEIDER-SKOTNICKI) to authorize administrator to
purchase a Gorman diaphram sludge pump and two lengths of hose.
Next meeting scheduled for September 29, 1976.
