2. Minutes of August 25, 1976
Minutes were approved as submitted.
3. Operations & Maintenance Report
Flow Report: Good measurements from four out of the six agencies.
Expenditure Report: Costs are significantly below budget on the
pumping stations.
Industrial Waste & Special Consulting Report: These costs are also
lower than budgeted amounts.
4. Review of Existing and Projected Flows
There were 299 new connections, as shown on the chart for August.
5. Report of Sulphide Condition
Influent sulphide readings for July and August was high. Carlsbad,
Encinitas, & Leucadia are still working on resolving the high •
sulphide condition in the Ponto line upstream of the junction of
Carlsbad with Encinitas and Leucadia. There was an odor nusance
complaint at the San Marcos and Buena junction. This odor was the
result of a disturbance of a manhole cover which caused the release
of gases.
6.^Progress Report on Consultant for Digester Foaming Problem
Woodside-Kubota was awarded the job for the digester problem.
6. Consultant for Digester Foaming Problem Cont'd;
Consultants undertaking this job are Isadore Nusbaum and
Loyd Hedlin. Their proposal entails that the project will
require four calendar weeks (a draft report will be submitted
at the end of this period), two weeks for review, then two
weeks finalization, at which time a published report will be
submitted. A total of eight weeks.
7. Progress Report on Flow Meter by Brown & Caldwell
Chuck Oldsen reported that the flow meter accuracy is not yet
definite. Micrometer (meter manufacturer) has questioned the
meter's accuracy. Brown & Caldwell together with Micrometer
are working on making the installation satisfactory. They are
considering relocation and reinstallation of the flow weir.
Weardco will undertake the modification. The installation of
this flow weir will eliminate the present effluent sampler.
With this elimination it will be necessary to install a new
effluent sampler. The estimated cost for the modification is
estimated at $2,000 to $3,000 plus the installation of a new
effluent sampling device. Brown and Caldwell would like to
meet with a subcommittee regarding costs, what needs to be done,
and the' problems. Motion passed (ZAPOTOCKY-SKOTNICKI) member
agencies assign staff representatives to meet with Brown &
Caldwell and return to JAC with a firm recommendation. Meeting
was scheduled for October 13, 1976 "at 1:00 PM.
8. Progress Report on Phase III Upgrading and Enlargement
Chuck Oldsen reported that EPA does not have a policy out yet.
He advised he spoke to Lynn Johnson (SWRCB) who in turn spoke
to Jay Stuart of EPA. He was informed that there is a draft
document at EPA's staff level. The document still needs to go
through the chain of command for final approval before it is
forwarded to State.
9. Report on Siltation Damage from Winslow Pacific
Last winter the storm water drainage system on the Winslow
Pacific property immediately North of the Encina Water Pollution
Control Facility failed. The failure resulted in the deposition
of an estimated 1,000 cubic yards of soil on the plant site causing
considerable damage and inconvenience. Chuck Oldsen has composed
a list of damages and estimated costs to correct the damages.
Motion passed (DOMINGUEZ-ZAPOTOCKY) staff and the JAC Attorney
pursue the collection of damages against the neighboring property.
10. Progress Report on the Hiring of a General Manager
A.J. Skotnicki reported that he, Mark Schneider, and Jim McKay
met as the "B" interviewing board. They interviewed seven
finalists and felt all were qualified for the position. They
presented a list of the top three finalists to Mr. Paul Bussey.
Mr. Bussey will make a selection at which time the choice will
be submitted to JAC for ratification.
11. Project Proposal from Solar Aqua Systems
Representatives from Solar Aqua Systems made a "Proposal
for an integrated wastewater treatment plant utilizing
solar energy and labor resources for production .of aquatic
foods, bio-fuels and electricity, and reclaimed water" to JAC.
The representatives request the support of JAC in the acquisition
of an Economic Development Administration (EDA) federal grant.
This grant would fund the construction of a 3 mgd treatment
facility which will require a total of seven acres of land.
A project site has been selected. The site in mind is Vista's
old waste treatment facility. Also, they request JAC employ
Solar Aqua Systems to prepare for the grant for approximately
$10,000 to $12,000.
One important requirement for eligibility is that applicant
for the grant must be a local government. After some discussion
it was found that the City of Carlsbad is the only member agency
that fits the category. It was the consensus of JAC that Carlsbad
attempt to assume being the lead agency for application. After
a lengthy discussion it was recommended that each member agency
confer with their respective boards. Motion passed (ZAPOTOCKY- .
• DOMINGUEZ) an adjourned special meeting regarding Solar Aqua
System's proposal be held October 7, 1976 at 2:00 PM.
Next regular meeting scheduled October 27, 1976.
