Skotnicki introduced Mary Casler, Carlsbad City Council, as a permanent Carlsbad representative for JAC. 3. Progress Report on General Manager Position Mr. Paul Bussey, City Manager for the City of Carlsbad, addressed JAC regarding the three finalist for the General Manager position. Mr. Bussey advised he felt all three of the candidates were very qualified for the position. Mr. Bussey together with Ron Beckman interviewed the candidates and recommended that Mr. Evans be offered the position. Should JAC disagree with his first recom- mendation, he would be equally satisfied with Mr. Goodman. Mr. Bussey went on to express the basis for his ratings. After some discussion motion passed (ZAPOTOCKY-DOMINGUEZ) that JAC accept the recommendation as proposed by Paul Bussey on behalf of Mr. Evans. Mr. Bussey advised he will notify Mr. Evans of his ' appointment. 4. Progress Report on Proposal of Solar Aqua Systems A. J. Skotnicki reported the results.of the proposal to - Carlsbad City Council. He informed no formal action was taken. /*"** It was the general consensus of the council that not enough information was presented; there were too many unanswered questions regarding O&M, capacity rights/ etc. He advised that Carlsbad Council would be willing to support the project only if there was a unanimous agreement by JAC. Joe Zapotocky reported the results of the proposal to Vista Sanitary District's board. He informed JAC that VSD's feelings on the proposal are the same as Carlsbad's with the additional question of "is there any other agency that can make a recommendation on the validity of the program". Mr. Zapotocky also informed that Solar Aqua Systems submitted a Negative Declaration; results of the Vista Environmental review board findings are expected on 10-8-76. After a lengthy discussion which included the representatives from Solar Aqua Systems, it was concluded that a firm detailed proposal from Solar Aqua System would be required. In view of the fact that such a proposal would have to be met to qualify for EDA (and time being of essence) the project would not be able to be submitted for grant at this time. Motion passed (McKAY-ZAPOTOCKY) to pursue a clean water grant. Respectfully submitted, Wilda Varner
