2. Minutes of September 29, 1976
Minutes were approved as submitted^
Mr. Les Evans was introduced as the new General Manager for
the Encina Plant.
3. Operations & Maintenance Report
Chuck Oldsen advised that septage dumping activity has not increased.
Chuck Oldsen advised that the centrifuge was completely overhauled.
The approximate cost for labor and parts was $4,000 to $5,000.
Flow Report: Flows for September are up for all agencies.
Expenditure Report: Costs were below prorated budget amount.
4. Review of Existing and Projected Flows
There were 170 new connections, as shown on the chart for September.
There was some discussion regarding the "Est. Flow per EDU" column,
no action was taken to revise.
5. Report of Sulphide Condition
Carlsbad, Encinitas, & Leucadia are still working on resolving the
high sulphide condition in the Ponto line upstream of the junction
of Carlsbad with Encinitas and Leucadia.
6. Progress Report on Consultant for Digester Foaming Problem
Woodside-Kubota was awarded the-project. Isadore Nusbaum
and Lloyd Hedlin are the consultants undertaking this project.
Unfortunately, Isadore Nusbaum has not been able to do any
work on the project due to hospitalization, however, Lloyd
Hedlin did start work on Oct. 23. Hopefully a draft will
have been submitted by the next JAC meeting.
7. Progress Report on Flow Meter by Brown & Caldwell
Chuck Oldsen advised that the propellar meter .is reading high.
Due to this malfunction, either the weir will be relocated or
the propellar meter will be moved further up the pipeline.
Brown & Caldwell will be doing something to attempt to correct
this problem.
8. Report on Flow Measuring at Plant & Throughout Joint System
As a result of a staff meeting, the firm Hirsch & Koptionak were
contacted regarding the prospect of measuring the flow at all of
the metering locations throughout the joint systems. Chuck
Oldsen wrote Hirsch & Koptionak a letter setting forth a pre-
liminary scope of work for the survey. Hirsch & Koptionak then
made a second proposal at which the estimated cost would be
$6,500 with one month allotted time. Motion passed (FOO-
SKOTNICKI) JAC staff proceed with the project. Meeting was
scheduled for November 18, 1976 at 9:00 AM between JAC staff
and Koptionak to work out details.
9. Progress Report on Phase III Upgrading and Enlargement
Chuck Oldsen reported that he spoke to Ray Walsh, State Water
Resources Control Board, who reported that State and EPA (Water
Division) finally met and have set a schedule to decide on
EWPCF (along with other agencies) by November 1. Chuck Oldsen
. advised he was informed that EPA (Water Division) is unhappy
with Encina's facilities plan.
Leucadia County Water District has not yet approved the
resolution for Phase III upgrading.
At this time Paul Pressman advised that due to the fact that
approval from EPA and State has not yet been received, JAC
should withdraw their application for Coastal permit from the
Coastal Commission as they will be coming to a close in the
near future. In view of the closing of this phase of the Coastal
Commission, it would appear to be beneficial to JAC to resubmit
application to the new Coastal Commission. Motion passed
(ZAPOTOCKY-McKAY) to authorize the withdrawal of the application
for Coastal permit unless EPA and State Water Resources Control
Board approves grant for Phase III and Leucadia County Water
District approves the resolution for the project by November 16.
10. Progress Report on Solar Aqua Systems
After some discussion it was decided that a meeting of a
subcommittee comprised of a representative from each agency
meet on November 18, 1976 at 10:00 am regarding details of
implementing Solar Aqua Systems proposal.
11. Adopt Correct Fees for "Office Engineering Services During
Construction"
Chuck Oldsen advised that the figures as shown in the JAC
minutes of 8-25-76 for Phase III services by Brown & Caldwell
are incorrect; the figure in this report reads $132,630.
*The correct figure is $120,845, a difference of $11,785.

Motion passed (FOO-STILES) that corrected fees be approved and go on
record.
