2. Minutes of October 27, 1976:
Minutes were approved as submitted.
Motion passed (ZAPOTOCKY-SKOTNICKI) to approve minutes of adjourned
meeting of October 7, 1976.
3. Operations & Maintenance Report;
Flow Report: There was no significant change in the flows.
Jim McKay reported he had some concern of the accuracy of San Marcos '
meter flows as the flows increased
Chuck Oldsen reported Weardco relocated the weir for the propeller
meter and is working. It will be watched carefully for malfunction.
Expendutiure Report: Costs were significantly below prorated budget
amount .
4. Review of Existing and Projected Flows:
There were 261 new connections as shown on the chart for October.
Leucadia shows a significant increase this month.
5. • Report on Sulphide Condition;
Another odor complaint was received on confluence of Buena and
San Marcos discharges next to the industrial park at Palomar airport.
"San Marcos at vent structure" and "Buena 's 3MH's upstream of junction
with San Marcos" are high this month. This is due to the nonfunctioning
of the compressor which serves the Buena force mail'.' .It is being repaired
Jim McKay reported they do not record high sulphide condition as is
shown on the chart.
6. Progress Report on Consultant for Digester Foaming Problem:
Chuck Oldsen reported that the preliminary report on the project
will be slower coming than expected. Isadore Nusbaum is now back
on"the job. Jack Kubota reported that analytical work is being
conducted on heavy metals in the sludge. The purpose for this is
the attempt to isolate the causes. The preliminary report is
expected in two weeks.
7. Porgress Report on Flow Measuring at Plant & Throughout Joint System
A meeting was held with Mr. Koptionak from Hirsch & Koptionak to
discuss the scope of work in the proposal for measuring the flows
at all metering locations throughout the joint systems. It appears
that items in the proposal have been cleared up and the firm of
Hirsch and Koptionak will proceed with the project. Ron Beckman
will prepare the purchase order.
8. Progress Report on Phase III Upgrading and Enlargement
Chuck Oldsen advised that a letter from State Water Resources Control
Board is forthcoming. The letter supposedly advises that the air data
is out of- date; that it will be necessary for the mitigation measure
to be more "definitive"; and flows are to be limited to E-0 growth.
Paul Pressman advised that since the last JAC meeting, he attended
a briefing from the Coastal Commission staff. The Coastal Commission
has taken a different position in that they indicate they will allow
pending appeals to lapse. Pending appeals will be treated as new
applications under the new Coastal act. Paul Pressman reported that
he waived the time to have a decision until January 1.
Motion passed (MAHR-VANSICKEL) to approve that pursuant to the
advice of the State Coastal Commission staff, the application for a
Coastal permit for Phase III has not been withdrawn as authorized
by a motion of October 27, 1976; and that JAC ratify the action of
General Counsel to waive time for decision on appeal until Jan. 1,
1977 and direct counsel to prosecute the matter for decision by the
new State Coastal Commission as soon as possible after grant approval
has been received.
Les Evans will be investigating the matters concerning the Phase III
upgrading and will report back to JAC at the next meeting.
9. Progress Report on Office for General Manager;
Les Evans reported he is temporarily utilizing the Planning Director's
office at the City of Carlsbad. In order to place a temporary office
unit on Encina's grounds, it will be necessary to obtain a Conditional
Use permit with one year limit from the City of Carlsbad.
10. Solar Aqua Systems;
At a subcommittee meeting, the'general consensus of JAC was to
proceed with preparation of grant application. Joe Zapotocky
advised that Vista Sanitation District has offered the 17 acres
available at Hwy 78 & Emerald Drive for the project.
Les Evans advised he is investigating the matter as to what funds
are available, then, how to proceed for application. It may be
necessary to make a trip to Sacramento.
Chuck Oldsen reported that the EDA application for Buena Vista
Pump Station has been acknowledged by EDA.
Next meeting scheduled for December 15, 1976 at 10:00 am.
